This position is located in the Budget and Grants Division of the Office of Assistance Coordination in the Bureau for Near Eastern Affairs of the U.S. Department of State (NEA/AC/BUGS). NEA/AC also directly implements the Bureau’s foreign assistance programs, including the Middle East Partnership Initiative (MEPI), the Near East Regional Democracy (NERD) program, and NEA-managed civilian assistance programs in Iraq, as well as assistance programs in Syria, totaling over $100 million annually.
Duties
Develops annual budget estimates for the Departmental, OMB and Congressional budget submissions for all NEA Bureau programs and activities related to assistance in the region.
Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
Oversees and/or carries out the allotment accounting for assigned offices and programs.
Develops recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding.
Develops cost-benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out years, on programs, projects, or activities that may occur if recommendations are accepted.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
• Experience in budgetary requirements and activities to maintain oversight and control over assigned areas of responsibility.• Experience formulating, justifying and executing budgets for a program or function area.• Experience applying budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute assigned budget in support of the mission. • Experience applying budget execution knowledge to difficult and complex work assignments.
There is no substitute of education for specialized experience for the GS-13 position.
