This position is located in the Women's Bureau (WB), Office of Policy and Programs and serves as the Grants, Planning, and Communications Branch Chief. The Branch Chief will oversee staff with primary responsibility for the agency's grant-making and administration operations, strategic planning activities, and communications functions.
Duties
The mission of the WB is to develop policies and standards and conduct inquiries to safeguard the interests of working women, advocate for their equality and economic security for themselves and their families and promote quality work environments.
As a Supervisory Management and Program Analyst (Grants, Planning, & Communications Branch Chief), you will perform the following duties which are not all-inclusive:
Develops grant concepts; fields grant funding opportunity announcements; manages internal review processes and engage in troubleshooting over the life of a grant; manages receipt of quarterly financial and progress reporting, no-cost extensions and end-of-cycle close outs; and conducts quarterly grantee convening and annual site visits.
Develops annual agency management plan and five-year learning agenda.
Leads and manages the WB's quarterly and annual performance reporting activities and contributes to the development of the WB's quarterly and annual performance measures and milestones; tracks and monitors performance results.
Prepares materials for publishing that explain/interpret complex policies, programs, and/or organizational functions.
Writes speeches, briefing materials, reports, news releases, blog posts, tweets, website content, fact sheets and statements of work.
Develops and implements a comprehensive communication strategy and plan for the Women's Bureau.
Performs the full range of supervisory responsibilities to include setting performance and project expectations for team members.

A full year of work is considered to be 35-40 hours of work per week. To qualify for Supervisory Management and Program Analyst, applicants must possess and demonstrate in the resume the following specialized experience:
One year of specialized experience equivalent to at least the GS-13 grade level, in the Federal Service, which includes:
(1) Managing projects/programs related to grant solicitation, award and administration and familiarity with annual performance measurement/reporting, as well as setting scope of work and timelines; AND
(2) Conducting oral and written public outreach communications. This could include speeches, webinars, principal speaking engagement talking points, briefing materials, reports, news releases, blog posts, tweets, website content, fact sheets intended for constituent and stakeholder audiences that include working women, researchers, policy makers, workforce intermediaries and practitioners, among others.
Time-in-Grade Requirement: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule (GS) position under a nontemporary appointment in the competitive or excepted service in the executive branch must meet the time-in-grade requirements (52 weeks at the GS-13 grade level or equivalent in the Federal service), unless excluded per 5 CFR 300.603(b). Time-in-grade, time-after-competitive appointment (90 days, if applicable), and qualifications requirements must be met within 30 days, 12/28/2023, of the closing date of this announcement to be eligible for consideration. NOTE: Current federal employees applying under VEOA are subject to time-in-grade restrictions.
