The Beneficiary Travel Supervisor works as part of the Health Administration Service (HAS) department under the Mobility Management section assigned to the Beneficiary-Travel (BT) Veterans Administration, at Veteran Health Administration Loma Linda (VHALL).

Duties

Major duties include, but are not limited to: Supervises and maintains systems for record keeping including timecards, and other financial reports. Provides guidance and initiates training of all new eligibility and enrollment staff and employees in VA Medical Center (VAMC) policies, guidelines, and procedures. Assigns daily tasks equitably and appropriately in a manner that will assist in attaining optimal efficiency in administrative support functions. Maintains control of all folders and correspondence properly referred to and/or associated with activity until resolution of issues; ensures clerical correctness of invoices and supporting documents. Demonstrate compliance with applicable laws, regulations and industry standards and is in accordance with the highest standards of business integrity. Independently determines the validity of beneficiary's condition for unauthorized claims, research invoices that have no prior authorization and determines eligibility and prepares unauthorized claims for supervisory approval/signature. Maintains internal controls to ensure that fund control point balances are reconciled and works with appropriate staff in the Business Office and Fiscal to ensure fund control point needs are met and prepares reports indicating the amount of money obligated for the previous days' travel. Receive telephone and written contacts from veterans and their representatives regarding questions or problems related to medical care or benefits and provide information as necessary and appropriate either orally or in writing. Handles conflict and problems in dealing with customers constructively and appropriately. Recognize and understand customers are defined as anyone with whom they might interact in providing information and/or services both veterans, veteran's families, veteran's representatives and/or facility staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Making high level determination and/or verifies Veteran eligibility for travel reimbursement according to rules, regulations and standard operating procedures when requested by the Veteran within 30 days of his/her appointment date. Full oversight of the Beneficiary Travel program to ensure eligible Veterans and other beneficiaries mileage reimbursement, common carrier (plane, train, bus, taxi, light rail etc.) Preparing weekly Fund Control Points (FCP) expenditures and balances. Reviewing expenditures and projections to ensure FCP are fully funded and/or additional funds needing requesting is identified well in advance. Supervising employees performing review and approval of request of reimbursement of funds for mileage, approval for ambulance invoices and working with Veterans to create access codes to apply for reimbursement electronically of funds. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical)Manages and Organizes InformationOrganizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position's work requires minimal physical effort and mainly office work, such as standing, walking, bending, sitting, talking on telephone and typing. The work is normally performed in an office setting. The work area typically is adequately lighted, heated and ventilated.
