The position is located under the Health Administration Service (HAS) at VA Loma Linda Healthcare System (VALLHCS). The incumbent will report to the Beneficiary Travel Supervisor. The incumbent works closely with Chief Business Office (CBO), network, and facility leaders and staff to ensure the Beneficiary Travel, Special Mode Transportation, Fraud Prevention, Patient Funds, Ambulance billing, Review of CPRS Special Mode Transportation consults, bill of collect process programs.
Duties
Duties include but are not limited to:
Responsible for accuracy and process Beneficiary Travel claims for reimbursing Veterans for travel to and from VA medical appointments.
Review eligibility of each Veteran before finalizing Beneficiary Travel reimbursements.
Attends to all details of voucher processing to prevent the processing of fraudulent claims.
Research payments for reimbursement when requested by Veterans, Supervisor, or the Mobility Manager, coordinating with the Fiscal office when required.
Prepare data processing report for daily batch review. Prepare and audit Beneficiary Travel voucher daily batch for errors.
Transfer Beneficiary Travel voucher daily batch to Fiscal office.
Compile and submit daily clerk report summarizing all vouchers processed, phone calls, and customer service interactions.
Evaluate all aspects of fraud research and prevention in accordance with VA Policy.
Respond to Veteran's complaints and concerns on pay out processes or amounts.
Assist Veterans to enroll in electronic processing for direct deposit payments or debit card payments. Responds to phone calls regarding all questions for Beneficiary Travel payment.
Audits beneficiary travel payments for appropriate determination of benefit eligibility, accuracy of payment amount and method of payment, potential fraudulence.
Follow up to correct errors and inconsistencies, processes bill(s} of collection and reports findings to supervisor.
Monitors beneficiary payment processing procedures and expenditures using beneficiary travel dashboard reports and data analytic tools.
Assists in the planning, review and reporting of data/statistical results of program/projects studies.
An understanding of the Beneficiary Travel fund control points, with an annual budget of over 11 million dollars.
Help maintains accurate and current records of billings, reports, and funds with guidance from the Supervisor.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:

Physical Requirements: The work is primarily sedentary with some light exertion related to walking to and from meetings, and lifting moderately heavy objects such as medical records or large payment files.
