About the Position: This position is located in Fort Detrick, MD. This is not a remote position.

Duties
Acquisition of highly complex DHA requirements and administration of contracts through closeout.
Structure solicitations that include special contractual language or other innovations necessary to satisfy unique procurement requirements and conditions for which there may not be precedent.
Review technical specifications or work statements for restrictiveness, conflict with contract provisions and clauses, or other problems.

Perform post-award contracting work.
Publicizes the requirement and performs market surveillance and market research to ensure adequate competition.
Coordinate and consolidate technical, audit and legal input contributions, chairs or is a member of the negotiation team, and subcontracting reviews and approvals.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One-year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience with pre-award contract actions including source selection; administering a variety of complex contracts through termination or closeout including contract modifications (i.e. post-award procedures); providing advisory services on specific contracting problems, projects and/or programs; and negotiating a variety of complex contracts, modifications and/or termination actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted.
