As Staff Assistant, you will serve as confidential assistant to the Scientific Director (SD), NIA, and perform a variety of substantive duties, which requires full knowledge of administrative policies and regulations as they apply to the work of the SD.
Duties
Directs and implements administrative functions for the office. Establishes and implements standards for the efficient operation of the office. Coordinates subordinate staff within the office, ensuring that the administrative and clerical functions required for a smooth and efficient operation are provided. Develops short and long term plans for the office, sets priorities, and establishes work requirements. Assigns administrative work based on priorities and personnel availability.
Analyzes organizational programs and activities through review of reports initiated by the staff, recommendations from subordinate echelons, etc., and initiates or recommends action to correct problems and improve programs.
Reviews and makes recommendations on new or changed programs and plans; and formulates and proposes plans, programs and policies to ensure proper and consistent implementation of the organization's goals and objectives. Recommends and implements changes in administrative policies.
Serves as a representative for the office on all matters related to implementation of policy, plans, and programs. Maintains liaison and coordination between the organization and other offices in the IC and the NIH. Clarifies and explains policy, plans, and administrative matters or discusses implications of pending issues.
Participates in special projects as assigned, including drafting guidance and writing memoranda and letters for signature by the supervisor. Attends meetings, notes commitments made, informs staff of commitments, and arranges for staff to follow through on implementation. Arranges meeting space, speakers, and support details for large conferences.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-11 level, if you meet one of the following qualification requirements:
A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing administrative problems, developing recommendations, and synthesizing the data into reports or briefings; implementing administrative functions for an office; and coordinating with internal and external stakeholders on administrative matters of interest.; OR
B. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., from an accredited or pre-accredited college or university if related; OR
C. A combination of education and specialized experience that meets the qualification requirements for this position.
You qualify at the GS-12 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assigning administrative work to staff and providing direction on administrative assignments; monitoring the status of sensitive issues, special concerns and projects for the office; serving as an office/organizational representative to internal and external stakeholders on issues regarding administrative plans, goals and objectives; and analyzing and evaluating internal administrative policies, procedures and processes.
