Duties
As a REGIONAL ENGAGEMENT ANALYST at the GS-0301-12/13 some of your typical work assignments may include:
Working in support of the Mission Support Division (OB-BPM), Building Partner Capacity Department (OB-BP), On-Site Inspection and Building Capacity Directorate (OB), DTRA.
Serves as the Operations Officer for DTRA's Countering Weapons of Mass Destruction (CWMD) Security Cooperation Engagement Program (CSCEP). Responsible for management and oversight of Building Partner Capacity missions and activities for the program.
Manages CSCEP budgets and resources in accordance with policies of DTRA and the DoD.
Represents DTRA equities related to CWMD Security Cooperation, to include Security Cooperation processes and recommended policy and legislative changes.
Manages the implementation of CWMD Security Cooperation efforts in support of the Combatant Commands (CCMD), and other U.S. government departments/agencies.
Manages CWMD capacity Country assessments and evaluations, supports the development of security cooperation proposals, and provides expert advise to Geographic Combatant Commands on CWMD security cooperation-related topics.
Coordinates work with the BPM Division Chief, Contracting Officer Representative (COR), and budget and acquisition officials to secure funding, de-conflict competing monetary requirements and obtain approval to obligate funds for discreet projects and engagements.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Performing responsibilities for the full range of technical CBRNE/CWMD experience, administrative work and coordination with U.S. government civilian personnel and contractors, and with U.S. military counterparts related to the accomplishment of mission-essential goals and objectives in assigned program areas; and
Have significant experience/skills with planning, organizing, and leading US interagency teams.
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Coordinating with organizations to develop and implement strategic plans and policies; and
Proficiency in preparing international partners to counter proliferation of Weapons of Mass Destruction(WMD) related-use materials; and
Providing technical advice to senior representatives and stakeholders; and
Expert knowledge using a variety of communication techniques and methods, i.e., written, oral, print, etc., to develop and disseminate information programs, policies, and actions concerning current operations, both internal and external; and
Leadership of diverse teams/organizations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
