You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the INFORMATION TECH SERVICES DIVISION of COMMANDER NAVY REGION HAWAII.

Duties

You will coordinate with organizations to identify areas for business process reengineering. You will conduct a needs analysis to establish customer requirements for information technology (IT) systems or equipment. You will develop an information technology (IT) master plan for the standardization of systems, applications, tools, data, and processes for IT systems. You will define an information technology (IT) system project action plans and objectives to achieve short-term and long-term goals. You will assign and reassign personnel to meet changing workloads and projects. You will partner with operation centers to work through events that impact network operations (e.g., network outages, cyber-attacks, spillages, unauthorized access, natural disaster).

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 within 12 months of appointment.
  • incumbent will need to work overtime as required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following and Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Planning and coordinating projects that involve multiple stages in the systems development life cycle management process. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Coordinate the installation of new application software to meet customer information technology (IT) needs. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Brief senior leaders on the progress achieved toward meeting information technology (IT) strategic objectives. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Perform audits of information technology (IT) system problem areas to formulate recommendations for corrective action. In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing regional Information Technology activities, which include technology modernization projects and deployment activities; 2) Maintaining a set of information and technology priorities, initiatives and activities that strike an appropriate balance among competing demands; 3) Providing restoration efforts for technology related or natural disaster incidents; 4) Recommending program changes on Information Security and Cyber Security directives, identifies advantages and disadvantages; 5) Managing subordinate supervisors concerning information technology, telecommunications and enforcement technology work; 6)Providing briefs to diverse groups and leadership using various tools (Power point, Executive Summary, Knowledge Management, etc.; 7) Overseeing IT and/or cyber security projects and services to meet internal and external customer requirements. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. 2. The incumbent must obtain the required qualifying credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2) for the assigned DCWF role. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
