About the Position: This Program Analyst position is located at US Army Operational Test Command, G8, Manpower & Civ Pay Div with duty location of Fort Cavazos, TX.
Duties
Coordinate, consolidate, prepare, and evaluate plans and programs related to the mission, function, tasks and organizational structure.
Assist travelers and DFAS to resolve any discrepancies to expedite payment of vouchers.
Conduct position management analysis for Manpower utilization.
Review, analyze and maintains all sections of the Table Distribution and Allowance (TDA) for OTC activities.
Serve as the Administrative Training Coordinator.
Provide guidance for preparation of concept plan or development of TDA concept plan.
Implement processes and procedures to enhance effectiveness of directorate training program.
Provide advice on correct procedures and regulatory guidance for position conversion actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance through the duration of your employment.
- One-year trial/probationary period may be required.
- This position requires the employee to occasionally travel away from the normal duty station up to 10% of the time.

GS-09
Specialized Experience: One year of specialized experience which includes ((1) experience assisting with administrative duties such as Travel System, travel card system, Time and/or Attendance Systems; and (2) experience assisting in updating of organizational changes and review of personnel management or manpower actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, or Financial Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS 11
Specialized Experience: One year of specialized experience which includes (1) managing automated financial and manpower management systems and programs (i.e. travel systems, labor reporting system and programs); (2) experience applying analytical techniques to evaluate organizational changes to ensure financial related system are correctly updated; (3) performing administrative duties for a travel card program such as cardholder account maintenance; and (4) experience organizational support such as processing manpower actions, maintaining personnel data-base, and/or serving as a training coordinator. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, or Financial Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
