About the Position: This position is located within the Martin Army Community Hospital, Fort Moore GA. Incumbent will serve as a Facility Operations Specialist responsible for day-to-day operations, maintenance, repair, restoration, modernization and construction of all the buildings, grounds, and mechanical equipment to confirm the provision of optimum services within the medical treatment facility.

Duties

Serve as a Facility Operations Specialist by supporting the Chief of Facilities Management Division. Develop, manage, and maintain all contracting documents. Serve as the Contract Officer Representative (COR) on contracts in the performance of a variety of duties. Review estimates for materials and labor required. Determine budgetary requirements to support the facilities operations, maintenance, and repair plans. Serve as a first line supervisor for subordinate staff through planning and assigning work, setting priorities, preparing schedules, and reviewing subordinate's work.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• This position has been designated Weather Essential. In the event of inclement weather conditions the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
• This position requires the incumbent to have tuberculosis testing.
• Must wear Personal Protective Equipment when on job sites both inside and outside facility.
• This position requires the incumbent to submit a Confidential Financial Disclosure Report OGE-450, (Per 5CFR Part 2634, Subpart I and DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-NOV-2011) upon entering the position and annually.
• This position may require the incumbent to complete a one year supervisory probationary period.

Specialized Experience: One year of specialized experience which includes evaluating the operating (components, plants, buildings, and/or grounds) conditions within a medical treatment facility (MTF) to identify improvements, replacements, or repairs needed; inspecting contractor's progress on maintenance, repair or development of facility operations; assisting with drafting budget justifications to support the facility operations; and assigning workload to subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
