This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for coordinating and identifying opportunities for international partnerships and cooperation to strengthen a common information resilience posture by creating a network of partnerships focused on improving DTRA foreign partner media literacy, developing information resilience, and mitigating foreign malign influence activities related to countering WMD missions.

Duties

As a INFORMATION RESILIENCE OFFICER at the GS-0301-13/14 some of your typical work assignments may include: Provides regionally focused subject matter expert to assess, integrate, and lead targeted, mission-focused information sharing initiatives in order to promote transparent, factual, and positive messaging across the spectrum of DTRA activities within geographic area of responsibility. Maintains situational awareness of foreign malign influence activities that could negatively affect DTRA's mission objectives, its programs, or personnel. Fosters proactive Agency messaging efforts aimed at increasing transparency of DTRA's operations, activities, and capabilities, countering the impact of existing or emerging foreign malign influence activities. Works closely with DTRA Public Affairs and other DTRA Directorates to provide message-to-mission recommendations for enhancing Agency messaging products before they are released into the information environment. Educate and train program managers to raise awareness of foreign malign influence threats within the assigned area of responsibility and increase knowledge of the information environment across the Agency's workforce. Provide training and education courses to improve workforce media, information literacy, and threat education to protect the workforce from foreign malign influence, and the associated information and cyber threats that may negatively affect their programs, missions, or personal safety. Identifies and coordinates opportunities for international cooperation and partnership to strengthen information resilience posture. Conducts detailed analysis of the information environment, foreign malign influence activities, and DTRA programs and activities within the assigned area of responsibility. Provides authoritative risk-reduction recommendations associated for specific programs or personnel relative to identified threats within the information environment. Work within assigned program portfolios and regions to develop messaging themes and plans, as required to protect DTRA programs and personnel, and foster mission mission accomplishment. Other duties as assigned.

  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Expert experience with developing strategic communications to foster proactive Agency messaging efforts aimed at strengthening DTRA's reputation, its missions and personnel. Expert experience with current and emerging threats in the information environment; knowledge of, and experience with operations in the information environment; ability to understand and explain how foreign malign influence activities impact personnel, programs, and mission objectives. Expert experience in geo-political, cultural, and general weapons of mass destruction (WMD) topic areas; expertise in analyzing a broad range of intelligence and information sources to identify threats, conduct risk analysis, and make risk mitigation recommendations relative to the information environment. Expert experience in Public Affairs concepts and operations, and developing concepts and messaging plans for Key Leader Engagements. Expert level experience in reviewing social media posts within assigned regions (to include photos, videos, and accompanying text), developing Key Leader Engagement media transcripts and associated talking points, and provide recommendations for enhancing messaging products. You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience in strategic communications to foster proactive Agency messaging efforts aimed at strengthening DTRA's reputation, its missions and personnel. Experience with current and emerging threats in the information environment; knowledge of, and experience with operations in the information environment; ability to understand and explain how foreign malign influence activities impact personnel, programs, and mission objectives. Analyze the geo-political, cultural, and general weapons of mass destruction (WMD) topic areas; expertise in analyzing a broad range of intelligence and information sources to identify threats. Experience in Public Affairs concepts and operations, and developing concepts and messaging plans for Key Leader Engagements. Experience in reviewing social media posts within assigned regions (to include photos, videos, and accompanying text), media transcripts and associated talking points. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
