The primary purpose of this position is to serve as a senior Human Resources (HR) Specialist in Employee Relations with responsibility for planning, developing, and carrying out the full range of employee relations and management advisory services for assigned organizations typified by complex organizational structures and dynamic, professional and/or scientific missions.

This position is a developmental GS-07 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
Duties:
Provides employee relations assistance to managers for assigned organizations of a complex nature
Provides consultation and assistance on complex and often controversial conduct-related issues
Independently serves as the HR focal point for one or more employee relations programs
Prepares written correspondence and other documentation

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. GS-07:SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include; assisting with human resources advisory services in the areas of employee relations, performance management, recruitment/staffing.

EDUCATION: Successfully completed 1 full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.-OR -Successfully completed a Bachelor's degree with Superior Academic Achievement. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post 4-year course of study leading to a Bachelor's degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09:SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include; performing administrative, evaluative, analytical, consultative, and technical work in a wide variety of human resources management activities and programs including grievances, EEO complaints, appeals, disciplinary actions, adverse actions, employee-management issues, etc., and developmental recruitment/staffing.

EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree orLL.M., if related. Note: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 1 year of graduate level education with a major or subject area related to the position to be filled. Note: You must submit a copy of official transcripts.
GS-11:SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include; providing guidance, consultation and assistance to supervisors and employees on employee relations management matters such as grievances and complaints, disciplinary actions, adverse actions, employee performance, appeals, leave administration, incentive awards and related matters.

EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M., if related. Note: You must submit a copy of official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Note: You must submit a copy of official transcripts.
GS-12/NH-03:SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include; analyzing and resolving conduct or performance inadequacies for employees, developing and conducting training for management and employees, providing expert technical guidance and advice on grievances, appeals, disciplinary actions, adverse actions, and employee-management issues.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the TIG requirements for the GS-07; One year at the GS-07 is required to meet the TIG requirements for the GS-09; One year at the GS-09 is required to meet the TIG requirements for the GS-11. One year at the GS-11 is required to meet the TIG requirements for the GS-12. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems.
2. Knowledge and understanding of complex Federal HR management functions, theories, and techniques and the basic relationships of the various HR disciplines.
3. Knowledge of in-depth legal research methods, information gathering techniques, and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent, and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
4. Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
5. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
6. Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
