This position is organizationally aligned under the Associate Chief of Staff Ambulatory Care Service (ACOS Ambulatory Care) program area at the Jesse Brown VA Medical Center, Chicago, IL. The primary purpose of the position is to direct and perform all administrative functions that include HR management, budget and finance, program analysis, as well as a variety of related administrative matters.

Duties

Duties Include: -Provides for the budgeting and financial management for the ACOS Ambulatory Care Service which includes budget formulation, justification, presentation and execution. -Maintains awareness of and information about the overall status of financial resources for the office in order to react to changing situations with recommendations. -Performs program cost analyses, such as cost-benefit or economic evolutions of programs. -Conducts portions or phases of cost effectiveness study for clinical or administrative programs. -Maintains full authority over fund control points of the three (3) CBOC facilities.-Gathers and analyzes budget needs of the service and supervises all phases of budgeting within administrative requirements. -Prepares the budget projections based on studies of past expenditures, knowledge of service requirements, changes in workload, and future goals of the service. -Records and organizes documents relating to expenditures to provide accurate and timely data and immediate visibility concerning availability of funds. -Establishes and oversees procedures for the receipt, review and follow-up on requisitions for purchases for Federal and special funds. -Exercises contracting authority up to an established threshold. -Provides advice to management and staff on contracting and procurement policies and issues. -Conducts annual inventory and advises operating officials on requirements and procedures for acquisition, repair, replacement, and disposal of equipment.-Interprets and applies contract and procurement regulations. -Develops space requests and coordinates movement of asses with Engineering Service and Environmental Management Service. -Collaborates with other offices to arrange and coordinate space activities. -Performs property management tasks. -Prepares presentation materials related to financial, space, and equipment programs. -Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. -Discusses, investigates and responds to employee grievances and dissatisfactions. -Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization. -Ensures annual licenses of department re current, initiates purchase orders fore payment of annual fees for accreditation and participates in annual site inspections. -Administers the internal review, quality and productivity initiatives for the organization. -Provides support to the service regarding labor mapping of staff.-Coordinates and participates in disciplinary actions and responds to appeals and grievances. -Participates in the selection process of staff for the service. -Works closely with credentialing specialist to ensure all credentialing and privileging requirements are current and complete prior to physician entrance on duty. -Provides technical support and assistance to staff in gathering and compiling materials for the purpose of developing policy statements and completing special assignments and projects. -Contributes to the overall management of the medical center by participating as a team member on special task forces, conducting special studies, and providing leadership in national and local surveys. -Performs other related duties as assigned. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement, 01/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: At least one (1) full year of experience equivalent to the GS-9 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Knowledge of the full range of administrative and human resources laws, policies, regulations and precedents; skill in applying analytical and evaluative methods and techniques to resolve issues or problems; experience in positions that required substantive administrative support functions such as budget, finance, space planning, property management, supply and general administration management, personnel, procurement, and contracting; experience in positions that required knowledge of qualitative and quantitative analytical techniques to analyze both administrative and operational problems, and present written and oral recommendations; working knowledge of advanced management principles, organizational theory, analytical and statistical methods, planning methodologies, budgeting and resource management; and skill in customer service and interpersonal relations with an ability to relate to internal and external customers in a courteous, tactful, and respectful manner. -OR- Substitution of Education for Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS 11, Administration Officer position if such education demonstrates the knowledge, skills and abilities necessary to do the work of the position. NOTE: Transcripts Required. -OR- Combination of Experience and Education: Equivalent combinations of education at the Ph.D. level and specialized experience directly related to the work of the Administration Officer position as described above may be used to meet the experience requirement for this GS-11 position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, bending, lifting, (up to 10-20 pounds), and walking to various areas within the medical center campus may be required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. Working Conditions: The work is typically performed in an adequately lighted and climate-controlled office within the medical center. May require occasional travel to visit facilities and attend conferences.
