This position is in Office of the Secretary, Interior Business Center, Payroll Operations Division (POD), Benefits Branch. This Branch provides retirement, health benefits, military service deposit, and Thrift Savings processing services to multiple agencies serviced by the POD. These services include the update and maintenance of retirement records, health benefit enrollments, military service deposit (MSD) records and Thrift Savings Plan (TSP) accounts.
Duties
Provides supervision, leadership, guidance, technical direction to staff in Benefits Branch.
Responsible for daily operation of section in timely processing of retirements, health benefits, military service deposits, Thrift Savings Plan.
Responsible for timely submission of electronic retirement records to OPM via registers of separations on electronic data exchange gateway (DEG).
Assists in developing operating procedures and program systems. Provides guidance to internal/external clients in operation of procedures related to benefits functions.
Responsible in completing performance appraisals and oversees quality control using results of data to provide training to ensure staff has every opportunity to succeed.
Qualifications
You must possess one year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Providing counsel, instruction, or training to subordinate employees or team members; providing technical guidance and direction to staff members on Federal benefits regulations, procedures, and processes; leading or managing new payroll/benefits initiatives; and performing and reviewing computations of adjustments to benefits.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
A written test is not required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
