The incumbent serves as a Transportation Assistant within the Fiscal Service at the Richard L. Roudebush, VAMC, in Indianapolis, IN. Responsibilities includes forecasting, scheduling, procedure development, process implementation, evaluation, and ongoing operational flow of the Veteran Transportation Services program.

Duties

Duties: Employee has responsibility for system administration of the web-based employee travel package and navigate 3rd party software to assist in bookings, travel, reservations and individual schedules Work includes establishing employees in the system, building approval chains, completing on-line airline bookings, assisting employees with use, etc. (This is the VA travel software) Employee conducts training to educate travelers, alternate preparers and approving officials on how to use the E-travel software, this training will be on-going as new and refresher training Employee manages the facility travel and registration/tuition fee programs to ensure that education and program travel are conducted in an efficient and consistent manner Travel Coordinator is responsible for managing fund control points associated with travel. This function requires significant coordination between Education Office and using Services and VACO program offices The travel assistant will work within the accounting system to manage obligations and payments, accounting codes and rejected documents to ensure smooth processing and accounting of all travel related activities The employee will coordinate with accounting to ensure all policies and procedures are considered including end of month process related to travel documents Obligation/payment documents that reject are corrected in the next day, have correct costing, and reduce errors. Employee is responsible for the management of Travel Card Program Set up as the station Level AOPC for travel cards they will ensure timely payment of the cards as well as billings and management of card balances for the organization Employee works with travelers to make airline, hotel, rental car, and local transportation arrangements to ensure that employee travelers' temporary duty are completed and vouchered with minimum conflicts The Travel assistant follows up with employee travelers to ensure that vouchers are filed within the desired 5 day time frame from return to duty date with occasional variances from requirement Travel assistant is responsible for effectively using the automated travel package in order to reduce paperwork and time required to manage the employee travel program The travel assistant will work with services throughout the organization to accommodate travelers questions related to processing, requesting, booking, training Employee serves as an alternate Agent Cashier and all functions that are associated with the Agent Cashier during normal leave and two weeks per year that is mandated that the Cashier must be out of the office. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs transportation support duties such as enters pertinent information into an automated tracking system as it pertains to Beneficiary Travel programs; performs work involving consult management, appointment scheduling and admissions scheduling; reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate; collects, compile, and track data and statistical information in support of Veteran Transportation Service; answers questions and resolve concerns with customers, patients, family members, medical staff; receives invoices for payment of transportation services, investigates authorizations, and orders; prepares and produce written instructions, and a variety of correspondence. You will be rated on the following Competencies for this position:AccountabilityClericalCustomer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent will be exposed to stressful working situations that require a professional attitude and collective reasoning. The incumbent is subject to a high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes. Working Conditions: Duties will be predominantly performed in the Veteran Transportation Service program office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there may be risk of exposure to disease.
