The Fleet Manager is responsible for planning, coordinating, and directing the work operations for the fleet vehicles at the Richard L. Roudebush, VAMC facility in Indianapolis, IN. This position is located in the Fiscal Service and functions as on-site expert in fleet management. Incumbent is responsible for instructing individuals in the safe operation and maintenance on assigned vehicles, and appropriate procedures to follow in the case of an accident or other emergency situation

Duties

The coordination of transportation function is multi-faceted and diverse. The three major areas of responsibility are: (1) Scheduling, Data Collection, & Tracking Support; (2) Consult Management responsibilities; (3) Program Support responsibilities. The incumbent must have knowledge of clinical services, related software, and programs as they relate to clinical computing and office automation. Major duties include but are not limited to: Manages and assesses the effectiveness of all financial aspects of fleet operations Analyzes overall fleet operations as to proper utilization and recommends changes to vehicle types and sizes Coordinate the data submitted by various services for fleet activities Orders/cancels credit cards, reviews statements checking for fraud or misuse Reconciles monthly and is subject to undergo a monthly random audit with Fiscal Service Researches all vehicle use including mileage, number of trips, numbers of passengers always making sure the fleet is right sized and maintained within VA and GSA standards Reviews the budget on a regular basis, notifying their supervisor whenever there is a change in spending such as multiple large repairs or body work Reviews billing from vendors to ensure tax-exempt procedure/policy is adhered to Reviews the spending every quarter to keep their supervisor informed of the current control point activity Plans and coordinates the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy Through effective rotation, maintains a balanced fleet to uniformly achieve maximum use and cost efficiency Prepares specifications and requirements for nonstandard vehicles and equipment or determines if requirement can be filled by modifications of existing vehicles Primary responsibilities are coordinating, planning, budgeting, and maintaining consistency in fleet services Knowledgeable of computer applications such as CARS, FAST, GSA Fleet Drive-Thru and CEOSH Responsibilities of coordinating, planning, and maintaining consistency in fleet services contracts Plans, directs and coordinates all maintenance requirements and station fleet operations for the RLR VAMC and community clinics Work Schedule: Monday through Friday 8:00 am to 4:30 pm (Work Schedule may be subject to change based on the needs of the Agency)Telework: Authorized with Supervisory approval Position Description/PD#: Transportation Assistant (Fleet Manager)/PD046440 Relocation/Recruitment Incentives: not authorized Permanent Change of Station (PCS): not authorized PCS Appraised Value Offer (AVO): not authorized Financial Disclosure Report: Not required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs transportation support duties such as enters pertinent information into an automated tracking system as it pertains to Beneficiary Travel programs; performs work involving consult management, appointment scheduling and admissions scheduling; reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate; collects, compile, and track data and statistical information in support of Veteran Transportation Service; answers questions and resolve concerns with customers, patients, family members, medical staff; receives invoices for payment of transportation services, investigates authorizations, and orders; prepares and produce written instructions, and a variety of correspondence. You will be rated on the following Competencies for this position:AccountabilityContracting/ProcurementCustomer Service (Clerical/Technical)Information Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent will be exposed to stressful working situations that require a professional attitude and collective reasoning. The incumbent is subject to a high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes. Working Conditions: Duties will be predominantly performed in the Veteran Transportation Service program office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there may be risk of exposure to disease.
