Duties
Utilizes Electronic Transportation Acquisition (EDA) to examine review and process loss and damage claims.
Supervises and directs a branch in support of claims and adjustments related to freight and excess weight claims. The branch is responsible for adjudicating freight claims and resolving the question of liability for in-transit loss or damage.
Determines under principles of law, the fact of loss or injury, responsibility thereof, the amounts the Army, Air Force and DLA have suffered and the amounts Army, Air Force, Navy and DLA can legally recover under the applicable tariffs
Analyzes transportation contractual agreement, commercial carriers'' tariffs, researches and interprets for application of federal regulations. Determines adequacy of precedent material and exercises minor deviations in application.
Makes determination under principles of laws and the various rulings of the Interstate Commerce Commission, at to the loss or injury, responsibility thereof, the lost money that was suffered and how much can be recovered under the applicable laws.
Negotiate settlements with carriers for a lesser amount of claim after hearing the carrier allegations or additional evidence supplied; resolving problems the bases and commands have been unable to make recommendations on.
Trains and assists lower level technicians with techniques to correct and process inputs. Provides technicians with customer service training and technical assistance to ensure prompt, accurate, and effective service is provided to customers.
Requirements
- Must be a U.S Citizen or National.
- Registered for Selective Service (males born after 12-31-1959).
- Suitable for Federal employment.
- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
Applicant selected must have one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience with freight and excess weight transportation claims. Also experience with reviewing, examining, and resolving issues of liability for in-transit loss or damage to goods and resolving the question of liability. Establishing the amount the organization lost and the amount they can legally recover, negotiating settlements with carriers, arbitrating disputes between carriers and contractors, and determining who is liable.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-08 Substitution of Education for Experience:
Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
