(GS-09) The primary purpose of this position is to serve in a developmental position with known promotion potential to the target position HR Specialist, GS-0201-11. (GS-11) The primary purpose of this position is to manage and develop key civilian Human Resource (HR) programs and policies.

Duties

As program manager for USSTRATCOM's student trainee and intern programs (SIP), ensures all program goals and objectives are met Provides recruitment, affirmative employment, and advisory services to USSTRATCOM USSTRATCOM's telework program manager

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. (GS-09) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes 1) Knowledge of basic principles of the human resources. 2) Skill in communicating factual and procedural information clearly. 3) Ability to learn basic techniques of human resources. 4) Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5) Ability to plan and organize work, and consult effectively with co-workers. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of the human resources. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of human resources. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. (GS-11) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues. OR EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the fundamental principles, practices, and techniques of Federal HR program management; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve complex issues and perform advisory services to senior leadership. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. Knowledge and experience of program management and/or planning sufficient to develop program requirements and assess the adequacy of the program in meeting program objectives. Ability to plan, organize work, and meet deadlines to accomplish expected quality and quantity of work. Ability to conduct in-depth analysis to assist in identifying decision-making alternatives and recommendations regarding civilian HR programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
