The primary purpose of this position is: to serve as the senior advisor to the Commander, United States Strategic Command on civilian personnel programs, including but not limited to performance management, merit promotion, recruitment, and placement.
Duties
Serves as USSTRATCOM's senior primary advisor and manager of civilian human resource policies and programs.
Represents USSTRATCOM on human capital management and civilian personnel issues with external activities.
Serves as the USSTRATCOM authority on Civilian Personnel issues.
Performs and directs others in accomplishing special assignments and studies.
Exercises supervisory personnel management responsibilities.

- The incumbent will be required to obtain and maintain a Top Secret/SCI security clearance as a condition of employment.
- This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes I have at least one (1) year of specialized experience equivalent to at least the next lower grade, GS-12 or equivalent under other pay systems in the Federal service, which involves having mastery of advanced HRM principles, concepts, regulations, and practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve HRM problems not susceptible to treatment by standard methods. Mastery of advanced HR management and organization principles, concepts, theories, and analytical methods and techniques for the assessment and improvement of program operations combined with seasoned consultative skills sufficient to resolve and respond to rapidly changing, highly classified, unique issues related to the effective utilization of human resources in a dynamic CCMD. Typical projects include not only individual HR issues, but also complex systemic and policy matters that may extend to other DOD components and subordinate organizations and involve highly classified missions, unique funding issues, multiple geographic locations, and long-term programmatic decisions essential to accomplishment of the command mission. Incumbent must devise creative methods to meet mission needs, such as expediting hiring of critical personnel before manpower or funding is finalized, movement of personnel between geographic areas or services while continuing to develop personnel processing options, and new approaches and processes to improve the fill rate on mission essential classified positions while continuing to support underlying DoD PPP principals. Extensive and substantive knowledge of USSTRATCOM and its structure and mission, DoD, OSD, and the Joint Staff's Command Structure, and USSTRATCOM interface with the larger military organizational and operational scheme to determine strategic personnel plans and actions. Ability to understand how specific programmatic requirements fit into broader USSTRATCOM and DoD mission objectives. An extensive knowledge and understanding of component and sub-unified relationships and their missions, functions and taskings.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. A working knowledge and practical understanding of federal civilian personnel management functions, theories, laws, policies and practices as well as basic relationships of the various personnel disciplines. Knowledge of management principles, processes, ability to evaluate the effectiveness and productivity of federal, DOD programs, and operations to develop initiatives for improving organizational effectiveness and efficiency.
2. Knowledge of organizational structures and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher-level vision, goals, and objectives.
3. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
4. Skill in conducting reviews, analyzing, and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information, develop program metrics, and make sound decisions.
5. Knowledge of the various civilian personnel programs available for supervisors of civilians and civilian employees and the governing regulations. Ability to plan, organize, direct, and lead the functions and staff of a branch and/or study team tasked to originate new ideas, projects, and methodologies.
6. Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
