The primary purpose of this position is to lead the Military Promotions, Evaluations, and Assignments Branch of the Directorate of Human Capital. As the senior Human Resources Specialist, applies knowledge and experience to direct programs, analyze issues and develop solutions to resolve a wide range of military human resources management issues.
Duties
Performs supervisory personnel management responsibilities.
Plans, directs, and coordinates all USSTRATCOM joint military officer and enlisted promotion and evaluation programs.
Oversees all military assignment policies, procedures, and placement services to assigned organizations.
Establishes policy and procedures to implement control and direct USSTRATCOM's HR Systems for military assignments, accountability, and evaluation.
Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command supervisors, customers, co-workers, and outside agencies and conducts or attends conferences as a representative of the command.

- This position is designated by the Air Force as a testing designated position under the civilian drug testing program.

- This is a supervisory position, and a 1-year probationary period is required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of military HR laws, executive orders, regulations, policies, directives, instructions, organizational structures, and concepts governing HR functions such as performance management, assignments, awards/decorations, promotions, conduct issues, education and training, retirement, and other programs to provide staff-level advice to operating HR offices in the development of solutions to especially complex issues.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of Joint military personnel programs, concepts, rules, procedures, precedents and regulations, sufficient to solve a wide range of interrelated human resources management problems and administer military personnel programs.
Extensive knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative, protocol, policies and procedures.
In-depth knowledge of the military personnel automated system, statistics, basic arithmetic, and of various office automation software programs, tools, and techniques to support office operations, produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs and ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems.
Knowledge and skill to gather, assemble, and analyze HR programs, facts, measure compliance, draw conclusions, and devise solutions and make recommendations for improving human resource management programs.
Skill in problem solving and conflict resolution techniques sufficient to again cooperation from others through tact, courtesy, and diplomacy.
Skill in managing command HR systems and the knowledge and understanding of the principles and practices involved in the analysis, development, implementation, and maintenance of these systems.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to supervise and communicate effectively, both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
Knowledge of military personnel management concepts, regulations, requirements, policies, procedures and precents, and related legislation sufficient to solve a wide range of routing to complex, interrelated human resources management problems and issues for Navy, Air Force, Marine, Army and Space Force personnel systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
