About the Position: This position supports the mission of the Defense Health Agency (DHA) Administration Security Division, and is located in Falls Church, VA. This position may be eligible for telework, at management discretion. This is not a remote position.
Recruitment or relocation incentives may be authorized for highly qualified candidates.

Salary negotiation may be available for those highly qualified candidates who are new to Federal service.
Duties
Perform the full range of supervisory duties including planning work to be accomplished by subordinates; evaluating work performance of subordinates; giving advice, counsel, or instruction to employees; and effecting minor disciplinary measures.
Manage the Information Security and Insider Threat security programs.
Serve as principal advisor on matters and issues pertaining to the development, acquisition, implementation, and evaluation of information security and insider threat systems for the DHA and Defense Health Headquarters complex.
Perform reviews on new and emerging security policies and standards; and advise and make recommendations accordingly.
Interface with and conduct extensive coordination efforts that include OASD(HA) Deputy Secretaries of Defense, DoD and Federal Agencies such as the General Services Administration to implement new security programs in the DHA.
Serve as liaison between other security authorities and DHA leadership to ensure appropriate individuals are informed of ongoing critical time sensitive information regarding criminal investigations.
Conduct threat analyses in accordance with applicable directives to establish and maintain a Level II OPSEC Program for DHA
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Core SPeD Certification required within first two years of employment: Security Fundamentals Professional Certification (SFPC) and Department of Defense (DoD) Personnel Security Adjudications and JPAS/JCAVS Training for Security Professional courses.

Specialized Experience: One year of specialized experience which includes includes advising on matters related to information security and insider threats; developing security program financial requirements, policies, or programs; and providing direction and oversight for security programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
