You will serve as a Financial Management Analyst in the Program and Business Analysis Department of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will receive developmental assignments designed to increase the employee’s knowledge and understanding of the functions of budget, accounting, and financial management. You will assist in the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures. You will perform limited studies or assist a higher-graded analyst with full scale studies. You will research guides to locate accounting, budgetary and financial information and prepare summaries for use by higher-graded analysts. You will prepare preliminary budget estimates, financial reviews, etc. for a few relatively stable programs or program support activities.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least: At the GS-07 Level: One year of specialized experience equivalent to the next lower grade level (GS-05) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Financial Mgmt Anlst. Specialized experiences must include duties related to the following: (1) Utilizing Microsoft Excel, Word, and PowerPoint; (2) Performing work related to inputting data entry into automated systems; (3) Utilizing writing skills, oral communication skills, and good teaming skills; and (4) Providing entry level administrative support and financial support or financial transaction processing. At the GS-09 Level: One year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Financial Mgmt Anlst. Specialized experiences must include duties related to the following: (1) Utilizing Excel and extracting data from automated systems, formatting into reports; (2) Assisting with financial analysis and interpretation and evaluation of funding plans; (3) Assisting with tracking funding, validating expenses, reviewing transactions in accounting system, and reconciling accounts; (4) Assisting in making recommendations for financial data corrections; and (5) Utilizing strong writing skills and oral communication. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

At the GS-07 Level:
Successful completion of 1 full year of graduate level education
OR
Superior academic achievement
OR
A combination of experience and graduate education as described above that equates to one year of experience.

At the GS-09 Level:
Successful completion of a master's degree or equivalent graduate degree
OR
Successful completion of 2 full years of progressively higher-level graduate education leading to such a degree
OR
Possession of an LL.B. or J.D., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience.
