This position is located in the Department of Homeland Security (DHS), Office of the Immigration Detention Ombudsman (OIDO). This position is responsible for developing and implementing the digital communications program--web pages, social media accounts, electronic newsletters, and more--that informs and educates both internal and external audiences about OIDO, its mission, activities, and people, and its value to the Department and the Nation.

Duties

As a Digital Communications Specialist, GS-0301-11/12, your typical work assignments may include: Producing quality stories, photos, graphics, and video products that educate the intended audience about OIDO and correct misperceptions about the office. Utilizing multiple social media platforms as well as social media management tools to convey information on OIDO's mission and services and provides tools for interaction. Using applications such as Drupal and SharePoint to lay out internal and external websites with appropriate information and easily navigate interfaces. Planning, designing, and coordinating the OIDO websites and intranet. Help to develop and execute outreach activities. Qualifications

Specialized Experience: GS-11: To qualify for the GS-11 you must have one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Working on a team maintaining an organization's digital communications platforms (i.e., website, intranet, social media, and digital newsletter) to support outreach initiatives; 2) Gathering information and/or feedback regarding outreach efforts to inform future communications plans; and 3) Performing writing assignments in the development of digital and media materials for an organization. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. Specialized Experience: GS-12: To qualify for the GS-12 you must have one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: 1) Implementing plans for an organization's digital communications platform (i.e., website, intranet, social media, and digital newsletter) to support strategic initiatives; 2) Monitoring public outreach or engagement communications efforts to assess their effectiveness; and 3) Writing and editing digital and media content to convey an organization's stance, mission, and priorities to the public. NOTE: Substitution of education in lieu of specialized experience may not be used for the GS-12. All requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education
