Duties

This is a Direct Hire Public Notice for the DoD Direct-Hire Authority for Pathways Recent Graduates. Recent Graduates will be placed on a career or career-conditional appointment and MUST meet the definition of a recent graduate at the time of appointment in order to appointed under this direct hire authority. Under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application. This Public Notice is to gather applications which may or may not result in a referral or selection. Incumbent typical work assignments may include the following: Generate vacancy announcements, review applications to ensure candidates meet eligibility and qualification requirements, prepare certificates of eligibles to selecting officials, and take appropriate actions upon selection; Establish partnerships and provide assistance to managers, supervisors, employees, and applicants seeking employment under assigned programs; Work with other HR Specialists in identifying potential program initiatives or special projects that could improve the use of civilian human resources, solve problems, or enhance program effectiveness.

Qualifications

Who May Apply: Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying bachelors or higher degree from a qualifying educational institution; OR, Uniformed Service Members who have completed at least four years of obligated service AND was awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date. Applicants can be selected at either the GS-5 or 7 grade level. The target grade of this position is GS-09. For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. Candidates for this position must clearly demonstrate in their resume that they possess experience in: 1) researching and organizing information for assignments; 2) communicating effectively orally and in writing; and 3) using automation software to produce a variety of documents. OR Education: Have successfully completed a full four (4) year course of study in any field that leads to a bachelor's degree, in an accredited college or university. Education above the high school level must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application. OR Combination of Experience and Education: Have some specialized experience as described in A but less than one year, and have some graduate education as described in B but less than 1 year. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-07 level, if you fulfill the following qualification requirement: Have one year of experience in the same or similar work equivalent to at least the next lower grade level (GS-05) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess experience in: 1) researching and organizing information for special projects/assignments; 2) planning and organizing work; 3) communicating effectively orally and in writing; and 4) using automation software to produce a variety of documents. OR Education: Have one full year of graduate level education which demonstrate the knowledge, skills, and abilities necessary to do the work of this position, OR I have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/ ). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Combination of Experience and Education: Have the specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis.
