Duties

WHAT IS THE TAX EXEMPT & GOVERNMENT ENTITIES (TE/GE) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Compliance, Planning, and Classification The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Assists the Director in creating and establishing an enterprise research strategy and goals that enhance compliance. Provides oversight to ensure goals, strategy, and policies are clearly communicated to employees to achieve the desired results. Coordinates, on behalf of the Director, technical advice and assistance in the development, proposal and assessment of TE/GE compliance strategies. Develops, establishes, and maintains adequate processes for review of work products and projects to assure technical and administrative completeness and accuracy. Evaluates information relating to policy setting recognizing the need for consistent and accurate application of technical and/or procedural positions and the establishment of clear precedents. Formulates, determines, and influences courses of action affecting adoption of research service-wide policy. Conducts final review of policy or precedent setting information prior to dissemination. Pursues appropriate follow-up to ensure that decisions are implemented as intended. Represents the Director in contacts with high level IRS officials, representatives of other agencies, and nongovernment organizations. The incumbent effectively presents the view and decision of the Director when delegated the authority to do so. Independently or as a leader of an ad hoc group, undertakes special studies and investigations on taxpayer compliance, taxpayer burden, efficient allocation of IRS resources, enforcement revenues or other topics assigned. Applies a wide variety of analytical tools such as life cycle forecasting, Capability Maturity Modeling, multi-module estimation, normalization, performance matrices, quantitative and quantitative analysis, program evaluation review techniques (PERT), and decision theory in the evaluation of all available options. Selects the optimum solution based on consideration of a wide variety of critical requirements and variables (technical, systematic and programmatic), ensuring efficiency, effectiveness and economy of solution. Analyzes proposals referred by the research service-wide community, or those directed to the executive, for review, approval, or decision. Develops recommendations for consideration and action. Works closely and diligently with the other research managers and executives, and other Service personnel, to insure authoritative and accurate information relative to all aspects of studies and assignments affecting the highest level of IRS. Serves as the technical resource for the Director, CP&C. Utilizes expert knowledge and experience with all aspects of workload selection, classification, planning, monitoring, reporting as well as working knowledge of all areas of TE/GE including the ability to interface with Business Systems Planning, K-Nets and Headquarters. Identify, prioritize and allocate resources within the TE/GE filing population, primarily through the examination treatment stream to identify high risk areas of noncompliance and focus on issues with the greatest impact. Researches and identifies new technology or business practices or procedures that could result in potential leap ahead enhancements in maintenance related to automation. Coordinates with and represents director in developing strategy and milestones for the future direction of automation including the use of Artificial Intelligence. In role as senior analyst, develops transition plans to effectively and efficiently incorporate enhancements from new technology and procedures into new or existing automated systems. Makes recommendations to Director on where to best concentrate resources related to compliance issues. Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables. Develops, modifies, or provides input to project plans; implements project plans to meet objectives; coordinates and integrates project activities and manages, leads, or administers project resources. Monitors project activities and resources to mitigate risk and implements or maintains quality assurance processes and makes improvements, solves problems, or takes corrective action when problems arise. Gives presentations or briefings on all aspects of the project and participates in phase, milestone, and final project reviews. Identifies project documentation requirements or procedures and develops and implements product release plan.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-15 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level In the Federal Service. Specialized experience for this position includes: experience with quantitative and qualitative analytical and evaluative methodologies used to address complex organizational issues. This includes developing new methodologies and/or theories where current approaches are obsolete or do not support evolving directions and strategies. Experience with strategic planning principles and practices and of the interfaces between strategic planning and effective business practices. Experience coordinating with senior leaders to establish the critical issues to be addressed. Experience of the IRS and TE/GE mission, organizations, policies, practices and procedures including experience in the research and program objectives of all Operating, Functional, and Core Divisions. Experience applying operations research, economic or other advanced quantitative techniques as related to TE/GE-wide initiatives and strategies. Experience in researching project design and administration, including the specification, interpretation, and analysis of data gathered from a variety of sources. Experience reviewing and evaluating proposals from various sources, including the Commissioner, to assess program effectiveness and impact upon overall goals and objectives of TE/GE, IRS, and the Department of Treasury. Experience developing recommendations, including legislative changes to enhance effectiveness of tax administration, or make alternate proposals and to present these to all levels of management. Experience using in-depth management principles, theories, and practices and their applicability to TE/GE and IRS programs, functions, and objectives, including the ability to develop long-term strategic plans incorporating short-term and long-term goals and objectives. Experience using analytical skills and effectively analyze varied data and implement widely divergent programs. Experience using analytical skill to identify and implement program measurement tools using systems analysis techniques. Experience communicating effectively and persuasively, both orally and in writing, with diverse internal and external audiences. Experience meeting and dealing effectively (including making presentations) with top TE/GE and IRS management as well as with top officials of other federal, state, and local government agencies and representatives of non-government organizations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
