The primary purpose of this position is to serve as Senior Business Advisor and subject matter expert in the analysis and evaluation of a myriad of acquisition and contractual matters. This position is covered by the agency career program.

Duties

Serves as the senior contracting technical expert within AFMC and its buying organizations on the broad spectrum of contracting issues, including specific acquisition/program-related issues. Uses extensive acquisition and contracting experience and recognized business judgment in providing counsel to other specialists within AFMC and the buying organizations regarding the resolution of technical contracting issues and practical advice on proceeding under specific circumstances. Serves as the principal representative of the Director/Deputy Director of Contracting to provide expert consultation regarding complex or politically sensitive acquisition problems or issues in the acquisition of aerospace weapon systems, subsystems and equipment, modification, spares, research and development, test and evaluation, industrial construction, and operational procurement, including the administration and closeout of such contracts. Represent AFMC/PK with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with DoD, Air Force, general Accounting office, AFMC other functional directorates, Defense Contract management Agency, AFMC centers and other agencies/services, as required.

  • Employee must be able to obtain and maintain a Top-Secret security clearance required for position

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

  • Shift work and emergency overtime may be required

  • Is considered a Procurement Official IAW the procurement integrity provision contained in Section 27 of the Office of Federal Procurement Policy Act (41 US Code 423)
  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft in support of official duties
  • The employee must meet Defense Acquisition Workforce improvement Act (DAWIA) requirements applicable to the duties of the position
  • This is a Critical Acquisition Position (CAP). Selectee must execute a written agreement to remain in Federal Service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights
  • Must meet APDP certification within the defined grace period for that certification level after assignment
  • This position requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirements for GS-13 and Above Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: You must submit a copy of your transcripts. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience includes dealing with problems arising during the preaward or postaward phases of the procurement action; independently plan and carry out the work, selecting the approaches and techniques to be used; recommend or develop new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determine actions to be taken on assigned contracts; use judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of and ability to interpret and apply Government contracting and/or procurement laws and agency specific guidelines and business practices, including statutes, regulations, policies and procedures, pricing arrangements and different contract types. Expert knowledge of the Federal, Air Force, and other services requirements and procedures which impact the contracting process, i.e., budget process, major systems acquisition policies, source selection, the determination of needs, the technical and expert knowledge of business industry practices, policies, and procedures. Highly skilled in interpersonal relations. Highly skilled in oral and written communications. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to plan, organize work, and meet deadlines. Ability to use office automation tools and techniques in the work of the unit. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
