The Dayton OH Veterans Affairs Medical Center is recruiting for a well-qualified Program Support Assistant (Travel) to provide administrative support associated with the Beneficiary Travel Program for Dayton VAMC. The position is located in the Transportation Department of the Ambulatory Care Section of Patient Business Services.
Duties
Duties include, but may not be limited to:
Maintaining and controlling Beneficiary Travel (BT) work duties and tasks; accurately processing of BT clerical functions for the Service
Interpreting and applying all Federal, State, and local laws, guidelines, VA regulations and medical center policies relative to the BT programs
Determining Veteran eligibility status for BT reimbursement and completing travel payment vouchers
Serving as a liaison between medical center personnel requesting special mode travel and vendors providing travel service
Coordinating all staff care, ambulette, ambulance, and airline trips
Assuring all vendors billing information, BT data, and control point obligation data is entered correctly in the pertinent computerized fiscal budget accounts
Creating and maintaining control point obligation accounts (1358's) assuring all accounts are balanced and closed out at the end of every month
Ensuring special mode trips, and 1358 obligations are correctly and accurately entered daily
Processing mail-out payments at the end of each month
Completing of consults for special mode trips in Computer Patient Record System (CPRS) daily
Assisting veterans residing outside the Medical Center's Primary Service Area and ensures that travel payment is authorized only to the nearest appropriate VA Medical Facility
Composing correspondence in reply to questions, complaints and explanations regarding eligibility for special modes of transportation, billing or delinquent obligations, and eligibility for beneficiary travel reimbursement
Answering inquiries regarding mileage, eligibility for travel reimbursement and amount of reimbursement from other VA facilities, social workers, and medical staff members
Determining the most economical mode of transportation with consideration given to required documentation requesting special mode of transportation, special support equipment, and personal attendants
Coordinating airlift transportation, with ward personnel, military personnel, or receiving facilities, relaying medical condition of the patient, estimated time of arrival, diagnosis and any needed additional transportation
Serving as control point clerk for multiple travel control points, establishing and maintaining estimated obligations ensuring that any deficit status is avoided
Working closely with Fiscal Service to monitor budgeting and control of funds for emergency travel, interfacility, special mode and all other travel reimbursement
Completing and submitting reports for status of funds
Assisting and coordinating communication regarding pending special transportation arrangements with the Administrative Officer on Duty (AOD) assigned to the irregular tour of duty on a daily basis
Establishing and maintaining general office files- quality assurance monitors will be developed and reviewed to ensure program objectives are met
Work Schedule: 8:00 AM to 4:30 PM, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining of database, time keeping functions, logistics data, wide use of computer skills, skilled in dealing and relating with both professional and administrative staff, and knowledge of the organization, its policies, mission, goals, procedures, and organizational structures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a 4-year course of study leading to a bachelor's degree. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours (Transcripts must be submitted). This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Combination: Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the GS-05 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work.
