This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
This position is a bargaining union position.
Duties
Receives daily work schedule from materials handler leader, (WL-6907-08), then assumes control of a work crew, directing explosives handlers in identifying, segregating, inventorying, and storing ammunition, ammunition components, and commodities.
With the implementation of Automated Identification Technology (AIT), uses/operates bar code scanning equipment and understands how scanned information is used in daily operations for shipments and receipts.
Provides technical guidance to crew member on storage functions for all types of ammunition and components in accordance with applicable specifications.
Records car and truck seal numbers and receipt or issue of material on magazine data cards, changing and/or completing all documents to accurately reflect material received or issued.
Prepares itemized lists of ammunition, components, and details received or shipped.
Compares receipt/issue documents to items shipped or stored to ensure only correct items are moved and the accountable record accurately reflect material issued or received.
Inspects magazines and contents for conditions contributing to deterioration of ammunition.
Works on specialty trucks. Unloads and loads material handling equipment from specialty trailers.
Works on roadrailers (highway trailers/semi-trailers equipped for use in railroad intermodal service). Throws rail switches going into and out of buildings.
Requirements
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- The duties of this position meet the criteria for compliance with Federal and Dept of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to pre-employment screening, and random testing.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban/Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Position requires ability to drive on the installation. Installation driving privileges are automatically granted unless suspended or revoked.
- This position requires the incumbent to be respirator certified without restrictions.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Materials Handler (Crew Lead/Motor Vehicle Operator) without more than normal supervision. 1)Verify correct storage for ammunition and ammunition components; 2)Properly loading and unloading ammunition and ammunition components onto a variety of transportation sources; AND 3)Record items being shipped and received and follow all regulations for safety.
Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.
