Duties

This Program Analyst position is located OS - STAD-Intelligence and Analysis, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Performs analysis and evaluates program areas to determine areas in which progress is unsatisfactory determines courses of action to remedy deficiencies. Conducts reviews and evaluates the systems and processes in terms of objectives, progress to date, managerial and other critical and/or potential or anticipated problems encountered. Prepares analyses with recommended actions, designs and prepares, reports and spreadsheets, and presents briefings to managers on study findings and recommendations. Applies a wide range of qualitative and quantitative methods for the assessment of the programs and identifies areas needing special emphasis or improvement. Assists in the development and implementation of training and instruction programs or activities to educate Agency personnel on assigned program(s). Develops Standard Operating Procedures (SOPs), instructional materials, handouts/guides, including technical information-specifications as appropriate, proofreads documents; makes corrections/edits to apply standard grammar, punctuation and spelling to support informational efforts. Monitors and responds to questions and inquiries about assigned program(s) from Agency personnel and external individuals and entities. Gives formal and informal presentations on program operations and activities and other written materials on program operations for senior officials and management of external stakeholders.

Qualifications

To qualify for the SV-F Pay Band (equivalent to GS-9), you must have one year of specialized experience at the SV-E or GS-4 in the Federal service or equivalent experience in the private sector. Such Specialized Experience defined as - Promote the agency's mission, substantive programs and activities, and inter-relationships among programs, and related management principles and processes; and - Utilize standard information management system(s), databases, office automation systems and processes, and computer applications to support data collection, analysis, and reporting. OR a Bachelor's degree from an accredited college or university OR a combination of education and experience as outlined in the vacancy announcement. To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Such Specialized Experience defined as: - Apply analytical and evaluative methods, techniques, and procedures to assess program development, execution, and management, and make recommendations to improve organizational effectiveness and efficiency; and - Research and evaluate complex problems, analyze a variety of information and materials and provide recommendations based of knowledge of organization, programs, mission, and functions; and - Compose written communications to develop presentations, SOPs/work guides, content for online resources, etc., to document procedures and promote assigned program(s) to personnel at all levels of the Agency. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
