About the Position: Serves as an Industrial Hygienist responsible for performing a variety of industrial hygiene and safety and occupational health duties in support of the Kansas City District's Safety and Occupational Health Office.

Duties

Serves as the District specialist on matters concerning Industrial Hygiene. Conducts periodic surveys of working conditions to assess the nature and magnitude of hazardous exposures in order to determine the effectiveness of existing control measures and to ensure compliance with applicable safety and health regulations. Conducts annual Safety Management Evaluations (SME's) and periodic Safety and Health Surveys to evaluate the effectiveness of the Safety and Occupational Health Program. Reviews safety and health plans and specifications for construction and Hazardous, Toxic and Radioactive Waste (HTRW) projects to ensure compliance with safety and industrial hygiene standards. Attends meetings, briefings, and conferences with District officials and employees, counterparts at other districts or divisions, technical specialists and scientists from other government entities or private industry, etc.

Requirements

Basic Requirement for Industrial Hygienist: Degree: Bachelor's or graduate (or higher level) degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR Related Degree: Bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technicology (ABET) as a professional engineering curriculum. OR Certification from the American Board of Industrial Hygiene (ABIH). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS12: One year of specialized experience which includes providing technical expertise related to the training and guidance related to Occupational Health and applicable Industrial Hygiene principles by performing various duties: 1. providing expertise on a wide range of HTRW related safety and Occupational Health concerns; 2. reviewing and recommending policies and regulations; 3. reviewing technical documents and contractor submitted plans regarding health and safety aspects of site activities; 4. analyzing technical specification submitted for equipment, new construction and modification of existing facilities to ensure compliance with applicable standards and policies; 5. interpreting primary guidelines published in the Federal OSHA Standards, EPA Asbestos and Lead Regulations, applicable State Regulations, USACE and DA Manuals and Directives, and established IH practices and procedures; 6. Recommending unique design approaches to complex problems. This definition of specialized experience is typical of work performed at the next grade/level position in the federal service (GS-11). Specialized Experience GS11: I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: 1. advise on a wide range of HTRW related safety and Occupational Health concerns; 2. review and comment of contractor submitted safety plans followed by site inspection to ensure compliance; 3. evaluating and applying new methods and equipment to the practice of industrial hygiene, particularly in dealing with problems not readily addressed by standard methods.; 4. analyzing technical specification submitted for equipment, new construction and modification of existing facilities to ensure compliance with applicable standards and policies; 5. interpreting primary guidelines published in the Federal OSHA Standards, EPA Asbestos and Lead Regulations, applicable State Regulations, USACE and DA Manuals and Directives, and established IH practices and procedures. This definition of specialized experience is typical of work performed at the next grade/level position in the federal service (GS-09). 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree You will be evaluated on the basis of your level of competency in the following areas: ComplianceComputer SkillsHuman FactorsOral CommunicationProgram ManagementResearch Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
