The position is in the Veteran Benefits Administration (VBA), Office of Mission Support (OMS). The incumbent reports directly to the Deputy Director of OMS and supervises the Emergency Management Specialist, Physical Security Specialists, Safety and Occupational Health program personnel, Personnel Security Program Manager and Management and Program Analysts.
Duties
Sets the overall objectives and decides on the resources available. The incumbent supervises the following: Emergency Management Specialists, Physical and Personnel Security Specialists, Safety and Occupational Health Managers and Specialists, Management and Program Analysts and the VBA Watch Officers.
Overall responsibility for VBA's national Physical Security, Personnel Security, Safety and Emergency Preparedness programs; serving 56 Regional Offices and over 300 Out-Based Sites that are geographically located throughout the United States and its territories.
Serves as VBA liaison for the Under Secretary of Benefits to the VAIOC on operational matters and coordinates program policies with other official VA missions and program elements, and top officials of other Federal and State agencies.
Represents VBA at meetings and serves on task forces and committees relating to the VAIOC and emergency preparedness.
Meets regularly with officials of Federal Emergency Management Administration (FEMA), Office of Management and Budget (OMB) and other Federal agencies to coordinate emergency plans and operations.
Serves on task forces with high-level administration staff, and managers of national programs and projects dealing with specific issues of importance to the continuity of VBA's substantive nationwide missions and programs.
Oversees a broad range of planning services that provides VA and VBA senior leadership the ability to utilize critical thinking and analytical skills to conduct predictive analysis of information flowing to and through the VAIOC.
Serves as the VBA subject matter expert on Physical and Personnel Security.
Serves as or designates a subordinate to serve as a security representative in working groups to plan and develop security strategies.
Ensures subordinate staff conduct activities in their areas of responsibility in accordance with current issuances.
Participates in briefings and meetings at the Senior Executive Service level to provide financial advice and assistance.
Manages VBA's development and management of security programs at individual VBA facilities and activities. The incumbent provides oversight and policy direction through
Responsible for implementing all aspects of Homeland Security Presidential Directive 12 (HSPD12) for VBA. Provides physical and personnel security oversight and managing program compliance to maintain a secure environment for facilities at multiple headquarters in support of VBA.
Exercises VBA-wide security authorities in the areas of personnel, technical, and physical security in addition to Operations Security, special security, security training, and Operations security awareness.
Reviews the draft building designs to ensure compliance with applicable security codes or regulations.
Manages the development and communication of policy and guidance for compliance with safety and occupational laws and regulations to provide guidance to VBA facilities in meeting all requirements.
Serves as senior expert advisor to the Agency on matters involving safety with building owners, building managers, and the General Services Administration (GSA) for the buildings where VBA employees occupy space.
Responsible for the execution of the Contingency of Operations Plan (COOP). Test for readiness, effectiveness, and efficiency through periodic internal and external exercises, including appropriate remedial action to ensure continued viability.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 12/20/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-15 position you must have served 52 weeks at the GS-14 level.
Specialized Experience: At the GS-15, you must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization.
Specialized experience is defined as experience equivalent to the GS-14 level in the field of program and project. Examples include:
Experience creating policies and contingency operations in order to conceptualize, develop, and/or modify program policies, procedures, and methods;
Experience utilizing National Response Framework and National Command Systems for the structure and associated functional responsibilities of Federal Departments and Agencies;
Experience leading a team of Emergency Management staff.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: This work is primarily sedentary. There may be period of standing, bending, lifting, and other requirements as requested.
