This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for providing policy support and serving as program manager for the DoD Humanitarian Assistance, Disaster Relief, Civic Assistance, and Mine Action programs.
Duties
As a PROGRAM ANALYST (HUMANITARIAN ASSISTANCE & DEMINING) at the GS-0343-14 level, some of your typical work assignments may include:
Providing policy support and serving as program manager for the DoD Humanitarian Assistance, Disaster Relief, Civic Assistance, and Mine Action programs.
Coordinating and managing the DoD policies, positions, plans and procedures related to humanitarian assistance, disaster relief, and mine action programs.
Reviewing annual program plans and budget justification for humanitarian assistance, disaster relief, and mine action programs.
Reviewing DoD, State Department and other U.S. Government planning documents, policy proposals and guidance, to evaluate their effect on DoD humanitarian programs and policies. Prepares comments and recommendations as appropriate.
Maintaining continuous liaison with policy, program management and resource planning staffs and other agencies relevant to humanitarian assistance disaster relief/mine action issues.

Qualifications
You may qualify at the GS-14 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Humanitarian and civic assistance; disaster relief; international demining and/or humanitarian demining; negotiating and conflict resolution; managing a program to include budget and funding requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
