Program Specialist works within the Surgery Service, a large, complex, and very active clinical service including both in-patients and outpatient services across numerous sites. Responsible for the development, organization, management, and application of information systems for the clinical and administrative activities. Ensures all administrative requirements related to assigned programs or sections are met to produce effective and efficient delivery of management services in the Orlando VAMC.
Duties
Duties include but are not limited to:
Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication.
Screens all policies, regulations, publications, directives, and periodicals, and brings significant or suspense information to the supervisor.
Develops informational materials for medical facility customers and staff, including fact sheets, brochures, booklets, etc., that increase communication with the target audience.
Uses standard approaches to perform a variety of duties related to special projects involving analysis of the requirement, development of a plan, implementation, design, and funding.
Conducts extensive research and compilation of data from diverse sources.
Evaluates the project with regards to facility and employee needs, budgetary concerns, applicable administrative processes.
Designs the project to be aligned with the organization's mission, vision, and business strategy.
Screens all calls and visitors, answering questions and completing business involving established policy.
Signs correspondence and certain procedural authorizations in the name of the supervisor.
Ensures the supervisor is appraised of pertinent information in a timely manner.
Completes other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Edits letters, composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters, and replies to inquiries. Process incoming and outgoing correspondence, reports, memoranda, and other forms of written communication. Schedules appointments, plans and coordinates meetings and conferences. Develops informational materials for customers and staff such as fact sheets, brochures, booklets, etc. to increase communication with target audience. Plans and accomplishes special projects as directed by Leadership. Evaluates documents, e.g., reports, strategic plans, permit applications, budget requests and other pertinent data collection documents for content and compliance. Evaluate, draft, and complete administrative correspondence actions to include market pays, PATS-R, Congressional inquiries, and action items. Or,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related to position.Or,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
