About the Position: Serve as a policy innovator, writer, and subject matter expert with regards to Army Talent Management and the employment, development, selection, compensation, incentivization, talent acquisition, retention, and assessment of human capital within the Army
Duties
Manage portfolio of projects, including long-term planning for the ATMTF, strategy, policy innovation, and change initiatives, legislative initiatives, policy, and regulation re-write projects.
Lead and coordinate policy and initiative research, pilot programs, and new methods of attracting, assessing, employing, incentivizing, and retaining human capital.
Propose and develop new talent management initiatives, develops research programs, and leads pilot programs in support of talent management initiatives.
Develop criteria for assessing the effectiveness of talent management initiatives in achieving their intended objectives.
Draft and edit legislative proposals developed by the ATMTF and works closely with members of the Office of the Chief Legislative Liaison (OCLL) to track legislative proposals through the Army, DoD, and in congressional committees.
Develop conference/meeting plans and coordinate with the appropriate officers and senior civilians to invite key participants.
Develop templates for white papers, policy papers, and conference/meeting briefings, conducting briefing and white paper quality control and editing.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.
- Travel Required: Up to 25% business travel may be required.
- This is as a Mission Essential (ME) position. Employee may be required to remain on duty or report for duty during severe weather, installation closings or other local emergency. May be required to work overtime and other than normal duty hours.

Specialized Experience: One year of specialized experience which includes developing criteria for assessing effectiveness of programs and initiatives in achieving objectives; revising and updating interconnected policies and regulations for the agency; communicating the rationale for organizational changes to senior leadership; drafting and editing legislative proposals developed by the organization to track the progression; and building effective working relationships with action officers from various organizations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
