The primary purpose of this position is to exercise supervisory and managerial authorities over the Air Force Special Access Program Central Office (AF SAPCO) under the Administrative Assistant to the Secretary of the Air Force (SAF/AA) and serve as the advisor and expert on specialized security enterprise policy and security integration.

Duties

As Division Chief of the DAF SAPCO, plans, organizes, and oversees the activities of the Division. Ensures Operations and Integration Division observes legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the division at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).
  • A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment.
  • Employee must be able to obtain and maintain a Top-Secret security clearance based on SSBI and eligibility for Sensitive Compartmented Information (SCI) and Special Access Program (SAP).
  • Employee may be required to take a counterintelligence scope polygraph examination, as required for Special Access Programs.
  • Position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This is a Centrally Managed position.
  • This is a Supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include: providing agency level direction, staff advice, and assistance to subordinate Commands; participating in executive-level policy formulations, planning, and direction; assisting with general oversight of plans and programs necessary for the successful attainment of information security mission and goals; and directing, coordinating, and overseeing work through subordinate supervisors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to administrative program and security program management. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide agency level staff guidance and/or SAP security management and ability to serve as an Air Force focal point for Special Access Program policy, oversight and governess. In-depth knowledge of protection efforts for advanced air, space and cyber systems and subsystems across all phases of the acquisition life-cycle; Security Classification Guide. Skilled in analyzing, planning ,and adjusting work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Skilled in planning, organizing, and directing functions that deal with organization, methods, funds, people, equipment, and other tools or resources of management. Ability to serve as an Air Force focal point for Special Access Program policy, oversight and governess. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Conditions of Employment continued:
  • Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
  • Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
  • Exceptional proficiency to represent the Air Force as the Special Access Program security subject matter expert at Joint Service and National Agency working groups and policymaking forums.
  • Demonstrated expertise of Special Access Programs to contribute to multiple staff studies and the annual creation and submission of the Air Force Special Access Program report to the DoD Special Access Program Central Office for submission to Congress.
  • Expertise in directing Special Access Program and working in a security leadership role with Program Security Officers, Government Special Access Security Officers, and Information Systems Security Managers.
  • Extensive knowledge of declassification processes; program disestablishment plans: support agreements and memorandum of agreements; evaluation criteria, and processes to oversee both government activities and contracted operations associated with Special Access Program.
