• The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Office of the General Counsel, Executive Office in Washington DC. The incumbent serves as an expert on the Executive Office functions of federal contracting, purchasing, federal financial management/budgeting and travel.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a MANAGEMENT AND PROGRAM ANALYST, GS-0343-12, you will be responsible for:• Advising Program Offices on financial management, contracting activities, and federal budgeting to include a primary emphasis on budget monitoring of obligations and expenditures and assistance with budget planning, formulation, and execution. • Serving as a liaison between the client office and various levels of the department’s budget staff. Communicating special budget related action items, changes in priorities, and request for information to staff members. Working closely with key staff members to ensure the timely flow of documents and/or information as it relates the budget and the Executive Office function. • Participating in meetings and conferences with the Office of the General Counsel (OGC)/Office of Legislation & Congressional Affairs (OLCA), staff to discuss and develop budget related resolutions to operational and program implementation problems. Acting as an advisor in developing new office management systems to correct deficient situations and assisting in the implementation of the new systems covering the full range of Executive Office responsibilities. • Advising Program Office personnel on federal travel guidance by researching the Federal Travel Regulation and Agency policy. Acquiring and updating personnel data used to establish traveler profiles in the Department’s E2 Travel system. Reviewing and approving travel authorizations and vouchers using the Department’s E2 Travel System.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-12, if you possess the specialized experience. Specialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:1. Experience managing the budget process including but not limited to policies, justification/execution, budget planning, formulation, cost benefit analyses, presentation, allocation, execution, tracking and reporting. 2. Experience utilizing Microsoft Office or similar suite of applications to draft, edit, and publish a variety of written documents submitted in budget request packages.3. Experience providing technical advice or guidance to a variety of audiences at varying organizational levels on budgetary matters (e.g., management, peers, support staff).Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill in researching and applying federal appropriation and budget policies and regulations to effectively plan, formulate, monitor, and execute the budget for assigned office.2. Knowledge of organizational practices, policies, and program management operations sufficient to conduct research, locate and assemble background material for the supervisor's use, and to respond to substantive budget inquiries from a variety of sources.3. Skill to plan, schedule and conduct projects and studies to evaluate and recommend ways to improve work operations in a budget related program or support setting. 4. Skill in researching and applying the Federal Travel Regulation and Agency policies to assist employees in assigned offices with Travel authorizations.
