This position serves as an Emergency Actions Specialist in the Justice Command Center, located in the U.S. Department of Justice, Justice Management Division, Security and Emergency Planning Staff, Office of Command Resilience in Washington, D.C.. The primary purpose of this position is to serve as a Watch Officer in the JCC, with an emphasis on emergency management in a secure 24-hour facility operating in support of law enforcement and national security programs.

As an Emergency Actions Specialist, you may be responsible for: Coordinating all emergency preparedness activities for the Justice Management Division, including the Leadership Offices. Establishing plans related to continuity of operations, continuity of Government, occupant emergency planning, and pandemic planning. Developing and coordinating testing and exercising emergency plans. Overseeing incident responses by conducting facility assessments to evaluate risks and associated levels of protection. Participating in meetings and conferences to share ideas, present emergency plans, or brief senior leadership on incidents.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or trial period.
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.

  • You must be able to perform shift work, to include days and night shifts.
  • You must be able to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance and pass a polygraph.
  • You must be able to lift items such as computer printers, CPUs, and facsimile machines, and be able to access restricted or limited access crawl spaces.

Qualifications

To qualify for the position of Emergency Actions Specialist, (GS-0301-9/11), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to. To Qualify for GS-0301-09: Specialized Experience: For the GS-09, you must have one year of specialized experience at the GS-07 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Providing input on implementing emergency policies or procedures; Supporting the operations of Emergency Action Messages; AND Assisting with the development of incident or exercise reports. OR A master's or equivalent degree related to the position; or two full years of progressively higher level graduate education leading to such a degree such; or LLB or J.D., if related. OR A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. You must have some specialized experience as described above in number 1 but less than one year; and have more than one year, but less than two years of education as described in number 2. To compute the percentage, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To Qualify for GS-0301-11: Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Recommending new approaches to improve emergency management or response procedures; Implementing emergency policies or procedures; AND Advising senior management on critical incident management. OR A Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M, if related; OR A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. You must have some specialized experience as described above in number 1 but less than one year; and have more than two years, but less than three years of education as described in number 2. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You MUST meet all qualification requirements by the closing date of this announcement, 12/27/2023. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
