You will serve as a IT Specialist (SYSANALYSIS/INFOSEC) in the NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will manage work that involves applying analytical processes to the planning, design, and implementation of new and improved Information Systems (IS) to meet the business requirements of customer organizations. You will design and develop final technical specifications for new systems. You will identify and evaluate highly effective system design methodologies and benchmark best practices from industry and other government organizations You will develop and test prototypes, evaluate test results, and select methods that will result in quality design and high customer satisfaction. You will develop and deliver oral and written presentations to senior leadership and various audiences addressing complex requirements, emerging laws, regulations and/or critical issues. You will prepare and execute special projects and studies within DON and participate in similar efforts that are hosted by external agencies.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Systems Security Analyst level Advanced within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as: Developing, maintaining, and presenting Life Cycle Management documentation for the Body of Evidence (BOE) following the Risk Management Framework RMF) process. Utilizing many different processes and methods in performing comprehensive analyses to develop and implement plans, provide assistance, develop solutions, champion management support for the program, obtain funding, acquiring hardware and software and obtaining engineering support. Providing concepts, principles, practices, laws, and precedents which apply to information management (IM), information technology (IT), information architecture, data management, automation and contract management.
