You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Comptroller Office of NAVAL WAR COLLEGE.

Duties

You will develop reporting tools and communicate execution performance across the U.S. Naval War College stakeholders. You will analyzes complex financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability. You will engage with appropriate internal and external administrative offices to ensure that required procedures are followed. You will provide instruction, guidance and answers questions relating to budget procedures and serves as critical liaison between the Comptroller and Mission Resource Managers (MRMs). You will provide effective leadership, serves as a mentor and is a direct supervisor to a team of 8 Financial Management Analysts. You will keep abreast of laws and regulations that apply to a particular staff function or field of professional expertise to maintain up-to-date compliance.

  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing interpretive and analytical advice on financial transactions and program execution; 2)Developing format and content to provide managers with various listing, reports, and data relative to status of funds and propriety of obligations; 3) Preparing budget patterns, projects expenditures, and budget exhibits to senior leadership; 4) Analyzing and resolving various financial issues; and 5) Leading and overseeing general administrative issues regarding subordinates' work.
