The primary purpose of this position is to serves as a Financial Management Specialist for capabilities planning and integration of key strategic initiatives to include modernization planning, programming, budget, execution and executive decision support. In support of appropriated funds, provides financial management advice and assistance on financial issues.
Duties
Performs budget formulation, execution, and financial management involving trend analysis and detailed analysis of funding needs for a $1B appropriated fund budget.
Schedules and facilitates Center Strategic Planning initiatives with senior leaders with single focus and emphasis on integration and communication.
Represents the Financial Management Directorate with a variety of agency, command, installation and functional area organization activities.
Prepares and deliver oral presentations such as briefings, training sessions and consultations to Center Senior Leadership to include briefing the organization Commander.
Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments.

- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
- The duty location for this position is Tinker AFB. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of cost analysis and budget functions such as: formulating and/or monitoring the execution of budget forecasts; analyzing costs, benefits, and trends in rates of obligation and expenditure; recommending ways to improve the utilizations of funds; and/or providing financial management support.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, and processes and financial systems related to the aspects of capital and operating budget preparation and execution of cost, revenue and production, and management of assets.
2. Knowledge of the concepts, principles, practices, laws, regulations, and policies necessary for the execution of DoD Appropriated Funds.
3. Knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE), its process, products, terminology, and guidance documents. ( e.g. Program Objective Memorandum (POM), Five Year Defense Plan (FYDP), defense guidance, joint strategic planning systems).
4. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of financial data, along with the knowledge of mission, organization, workload, work processes and skill associated with Logistics Readiness and mission support.
5. Overall comprehensive knowledge of business, financial, and management principles and practices common to the administration of government organizations such as how to interpret financial reports.
6. Skill to plan, organize, and conduct information gathering and to negotiate with management to implement recommendations for improvements involving resources, investments, projects, production, workload, and/or financial issues.
7. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
