This position is located in the Obstetric Unit of the Whiteriver Service Unit. The Obstetric Unit consists of five inpatient beds, two labor rooms, two delivery rooms, and an outpatient exam room. Nursing care is delivered to women of childbearing age hospitalized for normal and complicated pregnancies, labor and delivery, to women of all ages with other ante-partum and postpartum conditions and to normal and high risk newborns.

Duties

Supervisory Responsibilities Responsibilities of assuring that nursing care is provided and for accomplishment of work planning, direction and performance evaluation. Directly supervises temporary and permanent professional nursing employees of the following types:11 - Clinical Nurses and 2 - Health Technician positions. Provides direction, instructions and training in tasks, job techniques and the use of specialty equipment. Plans and adjusts work assignments and operations to meet organizational objectives, priorities, deadlines, and standards of care. Assures nursing capabilities, staffing, and equipment requirements to meet the work demands, safety requirements, and accreditation standards. Evaluates operations and services provided in relation to patient flow, productivity, and health care needs of the population. Develops new unit policies and incorporates research and information into existing policies, reflecting current nursing practice. Regularly reviews and updates policy and procedures manuals including Nursing Policies and Procedures, Infection Control, Material Safety Data Sheet (MSDS), and Nursing Standards of Care. Oversee the Birthing Center Nursing Education and Internship program. The incumbent will approve the orientation plan for each new employee, specific to their skills and the needs of the unit and agency. The incumbent will collaborate with all providers to establish unit objectives that are consistent with the goals and missions of the agency and the Indian Health Service. The incumbent will coordinate communication with multidisciplinary health care personnel in Performance Improvement activities. Assures that adequate amount of supplies and equipment are available for the smooth operation of the unit. This includes inventory and accountability for equipment. Recommends and/or requests changes in stock levels and facility requirements. Evaluates employee performance yearly; develops work improvement process as needed and recommends employee awards/recognition. Evaluates and recommends training needs of staff. Established lines of communication with departments within the organization outside agencies, and other IHS facilities. Schedules and approves leave requests, sets performance standards, and evaluates employees against these standards. Non -Supervisory Duties Performs nursing care duties as needed to maintain nursing skills and cover staffing shortages. Maintains clinical competence and expertise in the specialty area. Provides skilled and comprehensive nursing care to patients, which may require emergency measures. Exercises sound judgments in interpreting observations to the provider and initiating emergency measures. Sets up, monitors, maintains and interprets data from electric and other sophisticated medical equipment such as 12-lead electrocardiogram, thoracic and gastric suction units, respiratory therapy equipment; nebulizers, etc. Sets up, maintains and monitor intravenous (IV) therapy which may include IV medication. Gives medication as ordered view approved route. Understandings the side effect of these medications. Participates in advanced cardiac, trauma, pediatric and neonatal advanced life support. Performs clinical care coordination functions for qualifying birthing center patients.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience nursing experience in Labor and Delivery equivalent to at least the next lower grade level GS-09 in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serves as a Supervisory Clinical Nurse with responsibilities of assuring that nursing care is provided and for accomplishment of work planning, direction and performance evaluation. Directly supervises temporary and permanent professional nursing employees of the following types:11 - Clinical Nurses and 2 - Health Technician positions. Supervision is provided in an efficient, equitable manner to insure quality and safe patient care. Provides direction, instructions and training in tasks, job techniques and the use of specialty equipment.(2)-Plans and adjusts work assignments and operations to meet organizational objectives, priorities, deadlines, and standards of care.(3)Manages clinical unit by providing adequate unit staffing, approving leave and overtime request.(4).Oversee the Birthing Center Nursing Education and Internship program. In addition to the above requirements, applicants must meet one of the following requirements: Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; OR At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.
