This position is located in the Office of the Chief Financial Officer (OCFO), Financial Management Division (FMD). The Food Safety and Inspection Service (FSIS) is the public health agency in the U.S. Department of Agriculture responsible for ensuring that the nation's commercial supply of meat, poultry, and egg products is safe, wholesome, and correctly labeled and packaged.
This position is currently authorized for up to 4 days a week of telework.
Duties
Directs the procedural processing of financial documents of the APMB and facilitates the coordination and monitoring of system trends and assures that timelines are followed, and deadlines are met.
Identifies issues, shortcomings, and problems, as well as the need for upgrades and improvements.
Recommends the developing and reporting of additional data or new reports.
Develops new and modifies existing internal controls which require study of regulations, laws, and policies to assess their impact on the methods and procedures used by the branch and FSIS.
Provides technical direction and guidance on the day-today operations of processing documents and coordinates/participates in the year end closing activities that, affect the financial account statements.
Identifies and tracks trends in programs and procedures and generates options for solutions.
Works closely with staff to creates, direct, and implement solutions for found issues.
Works closely with staff and to facilitate new system implementation.
Develops and updates standard operating procedures for the entire branch.
Monitors system access and acts as an Agency Security Officer with the National Finance Center
Requirements
- You must be a US Citizen or US National.

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.).
Specialized Experience: I have at least 52 weeks or one year of Specialized Experience listed below at the GS-12 or equivalent:
- Monitoring the processing of financial documents while developing tools, policies, and procedures to maximize processing efficiency
- Using a variety of financial systems/software to develop new data reporting systems to identify problems and their potential solutions
- Working with financial systems and their data to identify trends, track program procedures, discover problem areas, and the impact of potential policy choices
- Provided direction on day-to-day operations while also coordinating in year end close out activities and the impact on financial systems
