This position is located on Office of the Chief Financial Officer (OCFO), Financial Management Division (FMD). This position serves as the first-line supervisor with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to activities that support payroll and travel management, reimbursements to employees, payments to vendors, contractors, and other service providers.

Duties

Procedural processing of payroll and varied financial documents that are not system ready, require research and contact with employees and management at various levels. Design, review, and analyze reports generated using data from financial systems including payroll and internal tracking applications. Provide FMD staff with informational memoranda and instructions to keep them apprised of new developments and initiatives, Coordinate work efforts among different teams and promote team-building and cooperation. Provide technical direction and guidance on the day-to-day operations of payroll processing documents, reviewing records and reports, and coordinating/participating in financial statement year end closing activities. Participate in the preparation of new and revised notices, bulletins, and directives on matters related to payroll, accounts payable and receivable and travel. Direct the acquisition and analysis of data, and the development of optimal financial systems for providing financial processing support in accordance with regulatory requirements.

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.). Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-11 grade level in the federal service that includes: - Applying the laws, policies, precedents, goals, objectives, regulations, and guidelines of accounting systems, accounting programs, data retrieval, data and program analysis, financial management theory, and payroll; - Providing advice and direction to others on accounting activities, diagnosing and resolving errors related to systems or applications; - Using computer applications (for example Excel, Access, Microsoft Teams, Microsoft VBA or other database programs, and other types of programs listed previously); - Designing and implementing accounting operations policies; - Ensuring the integrity of financial information processed; - Reviewing and interpreting updates in laws and regulations; - Working with internal controls, completing studies that assure work is accomplished effectively and economically.
