OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).

Duties

THIS IS A PUBLIC NOTICE: This Notice is issued under direct-hire authority (DHA) to recruit new talent to this occupation for which there is a severe shortage of candidates. For more information on DHA, please visit Direct Hire Authority (opm.gov) The incumbent will perform the following duties on a development level with tasks becoming progressively more responsible :

Requirements

  • United States Citizenship is required.
  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a Top Secret/SCI clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Designated and/or random drug testing required
  • Relocation expenses not authorized on initial appointment

Qualifications

OPM Basic Qualifications - 2210 Series Individual Occupational Requirements (IOR): Individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: Completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: Convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. In addition to OPM Basic Qualifications you must have one year of specialized experience at the level similar, related, or relevant to the work of this job that has given you particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related. To qualify for the GS-14 grade level, you must have one year of specialized experience at the GS-13 level in the Federal service or equivalent. Specialized experience is defined as: 1. Providing technical advice on network security requirements, design, development, and installation of unique systems and equipment. 2. Developing policies and procedures for information systems reliability and accessibility. 3. Reviewing and recommending systems security according to operating requirements, classification, or sensitivity of planned data traffic. Your resume serves as the basis for qualification determinations and must highlight your most relevant and significant work experience and education (if applicable) as it relates to this job opportunity. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Your resume must include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
