You will serve as a POLICE OFFICER (INSTRUCTOR) within the IS3 organization supporting training programs in the CNIC, Naval Activities in the NSA HAMPTON ROADS SECURITY DETACHMENT.

Duties

You will present training (e.g., lectures, discussions, guided conference, demonstration methods) to instruct law enforcement, investigative techniques, procedures, and practical application sessions. You will monitor law enforcement personnel to ensure compliance with agency standards and policies governing employee proficiency in the use and care of assigned firearms. You will propose career development plans (e.g., training requests, utilization proposals) to enhance career of law enforcement employees. You will coordinate with other federal law enforcement instructors to develop different approaches and methods of instruction. You will explain policies, goals, procedures, and regulations to assigned law enforcement personnel.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position. You will be required to wear a uniform and comply with grooming standards. Duties require visitation to classrooms, conferences, firearms ranges and other training sites.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Must be 21 years of age. Required to pass a yearly physical and continue to be physically fit. Required to pass Physical Agility Test.

Qualifications

FOR GS 09 Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS 08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying law enforcement procedures to instruct on Federal and local laws, traffic laws, established rules, regulations, and legal authorities; 2) Preparing instructional methods and theories used in a Police Officer's training environment; 3) Instructing investigative procedures, techniques, and methods to resolve crimes and other incidents; and 4) Developing course materials and techniques to train law enforcement personnel. FOR GS 08 Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing course materials in the field of law enforcement; 2) Providing up-to-date material and information to students; 3) Conducting lectures, discussions, conferences, and demonstrations on law enforcement, investigative techniques, procedures, and practical applications; and 4) Identifying training needs and requirements of each law enforcement student, ensuring training is scheduled and completed.
