This position is organizationally aligned under the Chief of Staff, Telehealth Service Line. The primary purpose of this position is to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations using state-of-the-art, clinical technologies and partnerships which provide access to care to Veterans.

Duties

The incumbent serves in a developmental capacity at the GS-09 level. Key functions will be similar to those described at the full performance level of the target position, GS-11. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level. Knowledge Required by the Position: Ability and knowledge to use qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs on daily basis. Ability to communicate effectively, both verbally and in writing, with clinical and administrative staff. Skill in conducting studies, analyzing findings independently. Knowledge of pertinent laws, regulations, policies and precedents that affect then medical center. Ability to plan, organize and carry out duties involving multiple programs within time constraints, with minimal supervision (for the GS-11 level). Ability to establish and maintain effective working relationships with administrative staff with an understanding of multiple complex workings within the medical center.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. To meet basic qualification you must demonstrate one of the following: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR General Experience: Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. For any grade above the GS-5 level, you must demonstrate Specialized Experience as follows: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. To qualify for the GS-9 level, you must be able to demonstrate the following: Knowledge of concepts, principles, and practices in the telehealth area to support the organization's telehealth program Conduct data collection, monitoring, and reporting Ability to communicate, both orally and in writing Develop presentations, explain recommendations, represent the assigned program areas, provide information and assist program administrators, respond to inquiries, and prepare reports Ability to observe standard practices, precedents, and techniques Evaluate systems and observe weaknesses Evaluate, and identify precedents to meet healthcare access needs via telehealth applications Apply standard practices of other fields and disciplines as they relate to telehealth To qualify at the GS-11 level, you must have at least 1 year equivalent to at least next lower grade level GS-9. Related skills are as follows: Knowledge of agency program planning, funding, clinical and business management information systems Knowledge of the organization and functions of activities involved in providing business planning support General knowledge of business planning and financial activities Knowledge of various VA/VHA Directives and rules relating to business activities Knowledge of a qualitative and quantitative assessment methods such as literature search Work measurement; task analysis; productivity charting; and flowcharting work processes Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. The grade may have been in any occupation, but must have been held in the Federal service. Include an SF-50 that shows your time-in-grade eligibility with your application materials. Include the most current (not for an award) SF-50. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be rated on the following Competencies for this position: CommunicationsComplianceQuality AssuranceTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is usually sedentary, but is requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
