Duties

The position serves as one of the Division Chiefs in the Office of Human Resources, Workforce Employment Divisions, planning, directing, organizing, and exercising control over human resources professionals in the division. If you are someone who is a leader and desire to be at the heart of Recruitment & Placement and Classification, this job is for you if: You enjoy mentoring and coaching employees while planning, prioritizing, and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals. You are good at establishing, revising, or reviewing policies, procedures, program goals, and division design. You are a critical thinker when planning, organizing, and conducting research on complex human resources' issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions. You are committed to ensuring that optimum customer service is provided to agency business units and that service level agreements are met. The physical worksite for this position is located in Alexandria, VA.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Group Coverage Qualification Standard for Administrative and Management Positions. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience for this position includes: Supervising, leading, or managing a Human Resources staff or serving as a Senior HR Specialist on a Human Resources team that develops, interprets, analyzes, research, advises and/or applies HR related laws, regulations and procedures pertaining to a variety of HR functions (e.g. staffing and recruitment, classification, processing personnel actions, strategic human capital initiatives/programs, policy development). This position require overseeing and monitoring a staff conducting Delegated Examining, i.e., examine applicants for competitive service positions that are open to all U.S. citizens including current federal employees. It is desired that the incumbent have or be able to obtain and maintain their Delegated Examining (DE) Certification. (Current DEU certificate must be submitted with application if currently certified). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
