This vacancy is for a Supervisory Security Specialist in the Office of the Secretary within the Department of Commerce, located in Washington, DC.
Duties
As a Supervisory Security Specialist, you will:
Develop, coordinate and facilitate security services and support as it pertains to all aspects of the International Trade Administration (ITA), Security Program.
Develop, implement and evaluate organizational and security policies, procedures, standards and regulations for nationwide security programs.
Manage or directly support various security functions including personnel, physical, information, communications, contract guard, and emergency management and continuity of government.
Confer with, assist, and advise bureau management and other senior Departmental staff members on security precedents, planning and policy development and establish and foster open and collaborative communication with all internal and external stakeholders.
Direct the work of subordinate staff and perform supervisory responsibilities that include assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance as grievances, providing staff development plans and taking disciplinary actions.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZA-V (5) is equivalent to the GS-15 grade level.
To qualify at the ZA-5 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-IV (4) or GS-14 grade level in the Federal service. Specialized experience is defined below:
Serving as a principal advisor on a wide range of policy and operational issues associated with personnel, information, and physical security programs and emergency management/continuity of government.
Guiding policy and programmatic efforts at the bureau-wide level.
Evaluating and recommending measures design to safeguard personnel or assets.
Developing, revising, and implementing security policies, procedures, standards and regulations.
