This position is located within the Division of Regulatory and Policy Coordination, Office of Management Services. The incumbent will serve as a Management Analyst responsible for the review, coordination and management of policy directives to ensure compliance in their use and administration. The incumbent will review existing internal controls to evaluate program management activities to promote efficiency and effectiveness of organizaitonal processes and procedures.
Duties
Directives Issuance Systems
Apply analytical principles and practices to assess and evaluate internal directives which require coordination among stakeholders and knowledge of pertinent legislation to advise management on program management and internal risk design and testing methodologies.
Regulatory Systems
Conducts analysis of regulatory submissions sent to the Secretary's Policy System (SPS) and provides dissemination, uniformity, and coordination with other offices to provide information back into the SPS system. This position will work with the regulations staff, and make recommendations for processing and analyzing SPS assignments, and/or need for additional reviews or input for DRPC to provide further regulatory analysis.
Organizational Analysis
Conducts analyses of and organizes web content, provides processing of administrative assignments in document tracking systems (Action Tracking Systems (ATS), as well as performing maintenance on files and records for content uploaded to the IHM. The incumbent makes recommendations to supervisor for changes to processes and/or proposals. Work performance ensures all involved documents and information are reviewed and is in the required formats prior to submitting for executive level clearance and approval.
Administrative Responsibilities
The incumbent assures records and files are established and maintained during the performance of his/her duties and responsibilities. All records are created in accordance with OMS procedures for filing and the retention and disposition requirements of the IHS. Incumbent is assigned particular responsibility for the leading the maintenance of the IHS IHM directives files and management of related policies.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service obtained in either the private or public sector.
Qualifying examples of specialized experience must include, but is not limited:
GS-12:
Experience developing long-range program administration goals, objectives, and/or performance metric criteria to evaluate the effectiveness of program management internal controls design and testing of program administration tasks; AND,
Experience performing policy review and problem-solving to assess and advise management on organizational structures, procedures, and practices; AND,
Experience planning, managing and coordinating work assignments to administer or facilitate management processes; AND,
Experience communicating orally and in writing to address diverse audiences to advise, recommend, negotiate resolutions, and explain policies, programs, and activities.
Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
