The primary purpose of this position is: To review all information, in any form, concerning the plans, policies, programs or operations of the Department of the Air Force to ensure materials proposed for public release do not contain classified information or conflict with established DoD or US Governmental policy.

Duties

Plans, integrates, evaluates and executes broad and complex Air Force Security and Policy Review activities, operations and programs to function as the Air Force-level technical authority and spokesperson for areas of assignment. Implements, monitors and reports on the Air Force Security and Policy Review Program. Explains official Air Force Security and Policy Review policy and guidance for implementation by all Air Force activities and personnel under all conditions. Ensures widespread communication of Air Force Security and Policy Review practices, procedures and requirements through a wide variety of media including web pages, briefings at meetings, symposia, conferences, etc. Represents Air Force Public Affairs on cross-functional Air Force information security advisory groups and panels.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and broad range of demonstrated knowledge of public law, DoD and Air Force concepts, laws, principles, practices, procedures, standards, policies and precedents applicable to administering security and policy review at all organizational levels, with substantial experience in the administration and programming of security and policy review and communication strategies, and in stratifying requirements, strategies and assets to effectively perform the mission. Knowledge and skill sufficient to, orally and in writing, logically and effectively communicate, persuade, coordinate, negotiate, defend and explain complex information in a clear, accurate, concise and easily understood manner, and to gain understanding by concerned publics. Demonstrated skill in communicating effectively with tact and diplomacy to advocate agency positions and to negotiate complex issues, programs, objectives, goals, initiatives, activities and functions with national and international audiences having varying levels of understanding of DoD and Air Force operations, activities, plans and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, policies and practices of all aspects of public affairs including current public affairs tactical and strategic communication plans and operations. Skill in determining potential communication opportunities or channels of communication to enhance and further publicize the material being reviewed. Familiar with commercial and internal media and publishing operations, procedures and deadlines. 2. In-depth knowledge of missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. Current and comprehensive knowledge of analytical principles and methods, practices and techniques, and specific knowledge and competence to provide technical expertise to serve as the Public Affairs review authority for Security and Policy Review matters as they pertain to public release. 3. Knowledge of Executive Order 12958 with proper portion markings and recommendations for declassification. Knowledge of plans, procedures, and guidance with regard to the protection of classified information from inadvertent disclosure. Demonstrated skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate Air Force positions; to negotiate complex issues; to respond to criticism of the organization's functions or performance; to logically and effectively explain programs, function and activities and gain understanding of the organization's efforts by concerned publics; to negotiate complex issues, programs and functions with people having varying levels of understanding of Air Force and Public Affairs programs and activities: and to maintain good working relations. 4. Planning skills and ability to independently manage short- and long-term projects and to cultivate and sustain positive working relationships to project completion. Ability to evaluate and assess program effectiveness and prepare reports on accomplishment of program objectives and to lead a detailed planning effort, representing a wide variety of organizations and viewpoints. 5. Ability to prepare and make persuasive, factual and relevant oral and written presentations to individuals and groups inside and outside of government informing them of Security and Policy Review policies. 6. Ability to demonstrate effective communication and team building techniques to establish and strengthen rapport with staff elements and other government and commercial organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
